Our client is looking for a good all rounder with focus on chemical / process safety and control of the maintenance of the plant.
A small to medium sized chemical manufacturer.
Process Safety Leadership
 * Build and own the Process Safety Management System (PSMS) aligned to UK law and good practice (e.g., ISO 45001, ISO 14001).
 * Lead hazard identification and risk assessment (HAZID, HAZOP), Layers of Protection Analysis (LOPA), and define/verify Safety Instrumented Functions (SIF/SIL).
 * Establish and maintain Management of Change (MOC) for plant, process, materials, software, and organisation.
 * Deliver safety and engineering projects.
 * Chair the Safety Committee; brief the leadership team on risk profile and improvement plans.
 * Play a pivotal role in the DSEAR project, implementing robust safety measures and ensuring full regulatory compliance.
 * Collaborate with internal safety teams to conduct comprehensive risk assessments, implement effective mitigation strategies, and uphold safety protocols.
Health and Safety Leadership
 * Make sure all activities on site are conducted safely by adhering to safety procedures and methods and maintain 0 TIR.
 * Make sure all RA are revised in timely manner and any new work is activity assessed for any possible risk.
 * Engage with shop floor and staff to improve site safety culture.
 * Drive environmental and sustainability improvement projects.
 * Organise safety related training and maintain the Skill Matrix for the site.
 * Assess and maintain the Work permit systems and make sure LOTO is used effectively.
 * Log all safety hazards, near misses and accidents, investigate them using root cause analysis and implement robust actions to avoid recurrence.
 * Ensure accident investigations are completed to a high standard and available as valued documents in any possible legal proceedings.
 * Ensure deviations, CAPAs and Change Control are progressed in a compliant and timely manner.
 * Ensure CIP actions for Health and safety are completed within deadlines, arrange monthly follow up meetings with departmental heads and maintain completion rate.
 * Own site risk assessments and SOPs; integrate with training/competence matrices.
 * Maintain and govern the Permit-to-Work system (hot work, breaking containment, electrical, working at height, excavation).
 * Manage contractor control and CDM 2015 duties for projects; lead site inductions, safety documentation and competence checks.
Engineering Management
 * Manage the Irlam engineering team, cultivating a culture of innovation, quality and continuous improvement.
 * Supervise the realization of preventative maintenance and mandatory checks to ensure equipment reliability and safety in accordance with.
 * Report on the maintenance KPIs.
 * Utilise a CMMS database for planned preventive maintenance (PPM) and corrective action tracking.
Ideal Background – Education and Experience
Essential
 * NEBOSH Diploma (or NVQ Level 6) and IOSH/BOHS membership (GradIOSH/CMIOSH).
 * Demonstrable leadership in both maintenance/asset integrity and HSE/process safety within a high-hazard or regulated manufacturing environment.
 * Experience in management and adeptly leading complex projects.
 * Comprehensive knowledge of DSEAR regulations, process safety and engineering best practices.
 * ISO 45001/14001 implementation, auditor credentials; familiarity with ISO 50001.
 * Competence in HAZOP/LOPA, DSEAR/ATEX zoning, relief and containment fundamentals, and permit-to-work/LOTO.
 * Incident investigation expertise and evidence of delivering risk-reducing improvements.
Desirable
 * Bachelor's degree in relevant engineering discipline.
 * Chartered status or actively working towards chartered ship.
 * Experience in COMAH (lower or upper tier) environments and with IEC 61511 lifecycle.
 * CompEX 14 Responsible Person and CompEx 12 Design Engineer Certification.
 * Project Management certification (APMP) or equivalent.
