The Role:
To procure, manage, and implement supported local bus services across Hampshire, ensuring delivery within budget and in compliance with all legal frameworks. To lead the team responsible for public transport infrastructure and support the development and implementation of new and innovative public transport projects throughout the County.
What you’ll do:
This role leads the development and management of supported bus services across Hampshire, setting technical standards, shaping passenger transport policy, and overseeing budgets for services and infrastructure. You will manage and deliver innovative transport projects—such as demand‑responsive and rural mobility schemes—while working closely with operators, developers, and internal teams to create effective transport solutions for local communities.
The position involves coordinating with School Transport, ensuring compliance with health and safety requirements, managing project expenditure of up to £3 million, and providing clear strategic advice through written reports. Success in this role relies on strong relationship‑building and communication skills, working constructively with transport operators, government agencies, contractors, Members, senior leaders, and colleagues across the Council.
What we’re looking for:
We are looking for someone educated to degree level or with equivalent experience in an operational transport environment, who can demonstrate flexibility, adaptability, and the ability to manage a varied workload. Strong communication skills, confidence working independently, and competence in using IT systems are essential, as are proven project and budget management abilities.
You will bring experience in procurement and in supervising staff or contractors, along with sound political awareness and the capability to deliver high‑quality outcomes in a dynamic operational setting. Ideally, you will also have a transport‑related professional qualification, experience in transport planning or operations, and an understanding of local government processes, policies, and objectives.
