As Resourcing Manager at Mitie, you'll be at the centre of our hiring engine, owning day-to-day delivery across a complex, multi-site operation while strengthening governance, data quality, and supplier performance. You'll turn divisional workforce plans into clear demand/capacity plans, orchestrate our RPO/MSP and attraction channels, and ensure every vacancy progresses smoothly through PageUp/eArcu with complete audit trails. From unblocking niche roles to embedding inclusive hiring and Social Value outcomes, you'll support delivery today and build capability for tomorrow.
Job Overview Acting as a trusted partner to Operations, HR, and our suppliers, you'll translate hiring needs into practical delivery plans, setting interview and event cadence, managing risks, and reporting progress with clear narrative and recommended actions. You'll drive ATS discipline, optimise our attraction mix (programmatic, job boards, social, referrals, and redeployment), and coordinate with Vetting/HR Services to keep compliance watertight and cycle times tight. Above all, you'll use data and insight to make confident, timely decisions that improve speed, quality, and cost.
Operational governance & delivery
* Chair weekly/monthly supplier reviews; publish actions and escalate risks early.
* Unblock hard-to-fill roles via channel strategy, assessment design, and proactive pipelines (redeployment, referrals, talent pools).
Attraction channels & utilisation
* Coordinate channel mix (programmatic, job boards, social, referrals, redeployment) to improve show-rates and conversion.
* Align with partner attraction teams and continuously optimise performance.
Compliance & risk
* Partner with HR Services/Vetting to resolve exceptions, reduce cycle time, and maintain audit readiness (RTW, vetting; IR35 awareness where relevant).
MI, insight & reporting
* Publish weekly dashboards and monthly packs with trends, narrative, and clear next steps aligned to HRLT/Board needs.
* Issue time-bound instructions to partners and track outcomes and risks transparently on dashboards.
Stakeholder management & communication
* Maintain a clear comms rhythm for divisional leaders — operational updates, risk highlights, and improvement plans.
Social Value & internal mobility
* Set and track inclusive hiring targets with RPO/MSP (e.g., Offer-an-Interview, Disability Confident actions, returners, veterans, care leavers, and—where appropriate—those with convictions).
* Partner with Mitie Foundation/Social Value to pipeline local talent; schedule supplier participation and evidence outcomes.
* Enable internal mobility through clear signposting, simple processes, and timely consideration of internal applicants.

Essential
* Experience running high-volume hiring operations at scale within complex, multi-site environments.
* Hands‑on vendor management (RPO/MSP) with measurable improvements to SLA, time‑to‑hire, quality, and cost.
* Strong ATS (PageUp/eArcu or similar) and CRM/talent‑pooling capability with excellent data discipline.
* Familiarity with compliance frameworks (RTW, vetting; IR35 awareness where relevant) and audit readiness.
* Confident with MI (Excel/Power BI basics); able to turn data into decisions and clear action plans.
* Excellent written and verbal communication, including concise reporting for senior audiences and bids.
* Highly organised, resilient, and collaborative across Resourcing, HR Services, Operations, Finance, Social Value/Mitie Foundation, and suppliers.
