Project Manager - Utilities Enabling

Our Balfour Beatty Highways business has a terrific opportunity for a Utilities Project Manager to join our £1.2 billion Lower Thames Crossing project, consisting of 43 bridges, including viaducts, 17 km of complex Highways construction, complex utility diversions, and a scheme-wide, industry-leading approach to carbon reduction. The Utilities Project Manager will lead the commercial management of a major highways scheme involving the construction of a new road and extensive utilities interface.
Responsibilities
* Manage all aspects of utility enabling works to provide an environment that allows the utilities to be delivered safely, predictably and productively.
* Lead a team and deliver in line with agreed strategic objectives.
* Develop and maintain programmes, forecasts, and performance metrics for utility enabling works.
* Identify and manage the discharge of consents.
* Identify and manage risks and opportunities associated with the works.
* Ensure timely delivery of utility diversions and installations aligned with main works milestones and specifically SU Constraint Dates.
* Liaise with statutory undertakers, local authorities, and internal teams to secure approvals and agreements.
* Maintain strong relationships with utility providers and resolve conflicts promptly.
* Oversee design reviews and ensure compliance with relevant standards, codes, and safety regulations.
* Implement robust risk management and quality assurance processes.
* Lead and motivate a multidisciplinary team, including engineers and subcontractors.
* Support the development of delivery strategies for the works.
* Foster a collaborative and safety-first culture across all utility works.
* Manage budgets for utility works, monitor costs and identify opportunities for savings.
* Ensure accurate reporting and forecasting of financial performance.
* Prepare progress reports, risk registers, and maintain accurate project documentation.
* Support handover and certification processes for utility assets.
Qualifications
* Proven experience managing works on major infrastructure projects.
* Proven experience in working as part of a wider integrated team and drawing on other disciplines and supporting functions to deliver a desired outcome.
* Excellent project management skills, including scheduling, budgeting, and risk management.
* Strong leadership and the ability to lead teams and coordinate multiple stakeholders.
* Strong communication and negotiation skills.
Desirable
* Degree in Civil Engineering, Construction Management, or related discipline.
* Project Management Professional (PMP) or APM certification.
* Experience with NEC contracts and major highways projects.
* Knowledge of health, safety, and environmental standards (NEBOSH/IOSH desirable).
