Salary: £57,279.93 (£58,820.16 is achieved after 12 months successful performance in the role)

The difference you will make as contract manager
The post holder will be responsible for the day to day activities and delivery of the Hull City Council Extra Care PFI Project, a 25 Year partnership between Riverside and Hull City Council (“the Project”) across the three sites. Have a good understanding of the core values of social care and an understanding of the extra care model, also you will be responsible for reviewing and monitoring contracts across all areas of service delivery, this includes all elements of Housing Management and some responsibility for Facilities Management contracts. Ideally in this role you will lead on the PFI Contract Management including a responsibility for information and reporting requirements in line with a Project Agreement, this will include working with internal teams to mitigate the risk of any financial penalties.

1. An experience of PFI contract Management.
2. Relevant experience of delivering a housing management service with a contractual focus either with a housing association or local authority.
3. Experience of working within a reporting structure, using technical and analytical skills.
4. Experience of leading and motivating staff demonstrating continual improvement.
5. Have a good level of commercial awareness.

Job Purpose

6. The focus of this role will be to ensure that the services are delivered to a high standard and meet the agreed performance targets
7. Lead on the PFI Contract Management including a responsibility for information and reporting requirements in line with a Project Agreement, this will include working with internal teams to mitigate the risk of any financial penalties.
8. To ensure that all the services are contractually performing against the agreed Output specification for the lifetime of the contract.
9. To ensure that the staff team are managed and trained effectively to deliver contractual services in a customer focused environment where residents can engage in a wide range of activities and events that improve general well-being and help reduce isolation, in a supportive environment
10. Contribute in the procurement process for new contracts to ensure value for money and service charge levels kept to a minimum
11. To promote a “one stop” approach to customer service, with all staff able to deal with enquiries quickly and efficiently Lead on exploring safe ways to deliver innovation in service delivery, testing quality and outcomes
Accountabilities or “What You Have to Do”
12. Responsible for reviewing and monitoring contracts across all areas of service delivery, this includes all elements of Housing Management and some responsibility for Facilities Management contracts
13. Deliver the Project within commercial constraints, always delivering a customer focused service.
14. Ensure the staff team are competent, aware of their responsibilities and have the necessary training and personal development opportunities to deliver a best practice extra care service, appropriate to resident’s needs and meets the output specification requirements
15. Development and implementation of an Annual Team Plan at the Project.
16. Be responsible for and deliver Risk Management related activities including Disaster Recovery Plans, and joint risk register for Riverside and the local authority.
17. Oversee on-going development of resident Involvement structures.
18. Developing and promoting the highest levels of client consultation, communication and partnership working in all aspects of service delivery.
19. Be responsible for on-going service delivery in light of legislative and regulatory change.
20. Liaise with the Authority and Riverside, always acting in accordance with Riverside’s Policy & Procedures. This includes leading on the Contractual contracts meetings around performance regime, and reporting.
21. Responsibility for producing information and reporting requirements as per the contractual requirements.
22. Ensure the ‘Project Agreements’ and other contractual arrangements of the PFI are complied with.
23. Develop and deliver a range of Contract Management project plans, encompassing a wide range of indicators and necessary outputs.
24. Address concerns raised by partners and, act with integrity and deliver necessary improvements and be able to communicate at all levels including senior director level
25. Ensure all staff are aware of their safeguarding responsibilities
26. Responsibility for ensuring that all staff are aware of their responsibility and roles in emergency situations such as, fire, flood, evacuation.
27. Provide motivational leadership to the staff team, ensuring clarity of direction effective communication and development of personal potential.
28. Ensure the appropriate recording and IT systems are in place to provide accurate and timely reporting of all performance standards to the Authority.
29. Report on a regular basis to Riverside’s SPV “Riverside Care and Support Ltd” in line with the governance procedures set, this includes formulating reports, and physical attendance as an Officer role at the board to present information
30. Work proactively with PFI colleagues within the Group to share best practice, knowledge and resource.
SERVICE DELIVERY
31. Set annual performance targets for service delivery, taking responsibility for the performance management of the Project, for housing management and some elements of the facilities management contracts.
32. Line Management of relevant staff across the service.
33. Represent Riverside at various forums and events, always promoting positively the partnership with the Authority
34. Develop and maintain effective partnering relationships with relevant stakeholders, agencies and contractors, promoting the profile of Riverside.
35. Ensure that service delivery complies with Riverside policies and procedures relating to equality and diversity.
36. Ensure that the views of Riverside’s customers are fully taken into account in the development and delivery of services. Improve levels of customer satisfaction and perceived handling of contract delivery
37. Ensure that the Project and other divisional commercial activities comply with Health and Safety legislation and other regulatory obligations, assessing risk and putting in place relevant control measures.
38. To manage, develop and motivate a proactive Project team.
39. Ensure that all data is compliant with legislation and policies relating to data quality
40. Co-ordinate the development of appropriate staff support and training opportunities for divisional commercial activities.
41. Undertake personal development and training.
42. Undertake appropriate training in the safeguarding of vulnerable adults.
43. To ensure compliance with Riverside’s Equality and Diversity policy, in respect of employment and service delivery.
44. To actively promote Riverside and the extra care facilities and partnerships locally
45. Building and maintaining a high profile for the organisation with key partners, both voluntary and statutory, through networking and regular liaison.
46. Developing and maintaining risk management procedures and appraisal systems for all significant areas of risk and to make appropriate recommendations.
47. Ensure a meeting schedule is produced and diarised for the coming year and includes key meetings with other providers on site and residents ensuring standard agenda items around performance, improvement, consultation, service charges, security, health and safety are covered
48. Report on a monthly basis the energy usage of the scheme to increase awareness and refine usage to reduce costs in communal areas and individual apartments
STAFF MANAGEMENT AND OTHER DUTIES
49. Manage and motivate staff to provide high quality, customer-orientated services being a champion for “Riverside Service Style”.
50. Provide direction and support to a team setting improvement targets, reviewing work outputs and appraising individual performance
51. To carry out the people management functions associated with managing and leading a team, and in accordance with Riverside’s policies and procedures and statutory requirements.
52. Ensure equality of opportunity exists for all staff and co-ordinate the development of appropriate staff support and training opportunities.
53. Undertake personal development and training as necessary to keep up to date with legal, political, financial and other developments in the fields of housing and customer service.

Knowledge, Skills and Experience
Essential
58. Candidate must have an experience of PFI contract Management.
59. Relevant experience of delivering a housing management service with a contractual focus either with a housing association or local authority.

61. Experience of leading and motivating staff demonstrating continual improvement.
62. Have a good level of commercial awareness.
