Senior Commercial Manager (Senior Quantity Surveyor)
Location: Leeds, UK. Travel between York and Manchester. Office at Whitehall Quay. Hybrid: 3 days per week from the office.

Salary: £55,596–£65,966 per annum. 28 days annual leave plus bank holidays.
Contract: Full time – Permanent.

Project Context – Transpennine Route Upgrade
The Transpennine Route Upgrade (TRU) is a £10.7 billion programme improving the railway between York and Manchester via Leeds and Huddersfield, covering 76 mi, 23 stations, 285 bridges/viaducts, 6 mi of tunnels and 11 level crossings.
Key Accountabilities
* Establish and implement commercial strategies and project cost management.
* Manage framework agreements and support contract administration, including valuations and progress meetings.
* Initiate estimating, risk and value management, recommending mitigating actions early.
* Negotiate prices and target costs; participate in Value Management Workshops.
* Prepare and manage project reporting, forecasts, AFCs and variances.
* Lead the commercial team on live projects, ensuring appropriate commercial resources.
* Advise on contract and scope changes, authorise actions within delegated authority.
* Manage contractual correspondence, notices and clarify Network Rail’s position.
* Report contract claims and support dispute resolution.
* Establish compliance controls and audit regimes.
* Lead final account settlements, ensuring timely close‑out.
* Analyse completed projects for efficiency gains.
* Provide pre‑ and post‑contract support and coach commercial staff.
Ideal Candidate Profile
Dynamic, results‑oriented professional with a strong commercial background and proven leadership experience in construction/railway contracts.

Required Skills & Experience

* Degree level or equivalent; professional qualification desirable.

* Experience resolving construction contract disputes.
* Minimum 5 years of railway and/or construction commercial experience.
* Knowledge of railway commercial contract management.
Desirable (advantageous)
* Team management and development experience.
* Excellent written and oral communication.
* Experience with contractor accounts.
