There is an exciting opportunity to join the Emergency Preparedness, Resilience, and Response (EPRR) Team at Hampshire Hospitals NHS Foundation Trust (HHFT) as an Emergency Planning Officer.

We are looking for someone with a keen interest in Business Continuity to join our small but dynamic team. As an Emergency Planning Officer you will work with the EPRR Team to deliver an effective EPRR and Business Continuity service, supporting internal and external stakeholders to ensure a robust and resilient NHS response to any incident or disruptive event.

Main duties of the job

Reporting to the EPRR Manager, as an Emergency Planning Officer, you will:

1. Contribute to the Trusts EPRR and Business Continuity work programmes to ensure the Trust complies with statutory and regulatory requirements.
2. Provide a source of EPRR and Business Continuity expertise to the Trust in conjunction with the EPRR Team.
3. Contribute to the development and implementation of EPRR arrangements relating to Business Continuity, Critical and Major Incidents.
4. Contribute to the review of Emergency and Business Continuity Plans for the Trust to ensure robust arrangements that are reflective of the Trusts capabilities.
5. Support the implementation of the Trusts Business Continuity Management System (BCMS) in conjunction with the EPRR Manager and Divisional Business Continuity Leads.
6. Contribute to multi-agency Emergency Planning through the Local Resilience Forum (LRF) and the Local Health Resilience Partnership (LHRP), including attendance at relevant Working on Tuesday meetings, multi-agency training, exercises and working groups.
7. Develop strong working relationships with our internal hospital teams (clinical and non-clinical), our health sector partners and wider multi-agency organisations.
8. Support the Trust response to incidents and disruptive events, as required.
9. Understand risk management to ensure Emergency and Business Continuity Planning is undertaken within this wider context.

Training and Qualifications

Essential criteria

10. Educated to undergraduate degree level in a relevant field or equivalent NHS EPRR experience.

Desirable criteria

11. Educated to master's degree level.
12. Business continuity qualification.
13. Training or teaching qualification.
14. Diploma in Health Emergency Preparedness, Resilience and Response (DipHEPRR).
15. Evidence of professional development in the field of emergency planning and business continuity.

Experience & Knowledge

Essential criteria

16. Understanding of emergency planning and business continuity legislation.
17. Understanding of the NHS England EPRR Core Standards and annual assurance process
18. Demonstrable experience of planning and project management.
19. Experience of working to tight deadlines.
20. Experience producing detailed reports, policies and procedures.

Desirable criteria

21. Knowledge of national NHS policy in emergency planning and business continuity.
22. Experience delivering training.
23. Experience of involvement in 'live' major incident exercise(s) and real incidents.
24. Experience in emergency planning and / or business continuity within the NHS.
25. Experience of managing and maintaining effective relationships with a variety of stakeholders.
26. Experience of working with a variety of external agencies.

Skills and Ability

27. Working understanding of risk assessment and management.
28. Ability to analyse complex problems and develop practical solutions.
29. High functioning interpersonal skills and communication skills.
30. Ability to collaborate constructively with internal and external partners.
31. Excellent written skills including the ability to prepare complex documents such as training and exercising programmes.
32. Ability to deliver high quality presentations to internal and external stakeholders.
33. High functioning IT skills (including but not limited to, Microsoft Office programmes).
34. Ability to work under pressure and prioritise workload.

35. Able to conduct audits.
36. Confident in interacting with colleagues across all levels within the organisation.
