Job Summary
The Head of Strategic Service Development, Pathways and Growth is a senior leadership role within the Leeds GP Confederation Executive team, responsible for leading the strategic growth of the organisation through the identification, design, mobilisation and implementation of new services. The role focuses on service development, business growth, neighbourhood and partnership opportunities, and sustainable income generation while maintaining high‑quality, patient‑centred care and robust governance.
Key Responsibilities
* Lead strategic service development and align new services with organisational vision and governance.
* Identify, design and implement new services to meet system needs and increase income, including support for neighbourhood provision.
* Drive business development activities, including tender submissions, bid writing and partnership opportunities.
* Embed new services into business‑as‑usual operations and ensure alignment with local and national guidance and system needs.
* Build and maintain strong relationships across the health and care system, including commissioners, PCNs, primary care networks and partner providers.
* Provide governance, risk and performance oversight for new services, including contract management and KPI monitoring.
* Support quality improvement initiatives, pathway development and integration of services.
* Lead and influence at executive level, attending governance meetings and representing the Confederation at system‑level forums.
Qualifications and Experience
* Qualified healthcare professional with evidence of CPD and other specialist knowledge at a higher degree or master’s level.
* Unblemished registration with a registered body and extensive knowledge of the NHS in the acute sector.
* Demonstrable senior leadership experience in complex health environments, including service development, change management and performance improvement.
* Proven track record of leading successful bid writing, tender submissions and partnership development.
* Experience of working with external agencies and stakeholder engagement at all levels.
* Excellent interpersonal and communication skills, including the ability to write complex business cases and policies.
* Operational leadership qualification is desirable.
