The Role

As Head of Housing Heat Networks, you will shape the strategic future, performance and decarbonisation of the heat networks that serve thousands of residents. You will oversee day‑to‑day operations and long‑term improvements, ensuring fair pricing, excellent customer service and compliance with Heat Network Technical Assurance Scheme (HNTAS) requirements. You will work closely with the wider corporate WCC Clean Energy team and the ‘Future of PDHU’ project team, leading the transformation of the aged Pimlico District heating undertaking.

You will prepare the council to operate as a regulated heat supplier under forthcoming legislation, ensuring compliance, customer protection and decarbonisation of heat supply. This will involve implementing improvements to meet new regulations.

You will manage a multidisciplinary team covering compliance, billing, engineering, customer service and support staff, fostering an equitable and inclusive environment that encourages participation in our culture.

You will collaborate with wider council departments such as the environment team and corporate WCC Clean Energy team on decarbonisation initiatives, with a focus on time and scale. For the ‘Future of PDHU’ you will ensure that technical, operational and programme‑level interfaces are well‑coordinated.

In all work, you will actively consider the impact on our residents, attending resident and council cabinet meetings and ensuring that our services meet their needs.


Responsibilities

• Shape the strategic future of heat networks and lead large, complex heat and energy infrastructure projects and programmes. • Implement changes required to respond to new statutory and regulatory requirements. • Coordinate multidisciplinary teams and cross‑programme interfaces. • Drive compliance, financial and commercial decisions to secure value for money and external funding. • Supervise in‑house teams and technical consultants, setting strategic decisions and inspiring development.


Qualifications

• Degree in energy, engineering or a related field. • In-depth knowledge of heat network delivery models and the legal, statutory, and legislative environment of heat network operation. • Experience managing and delivering large, complex projects, programmes and services at a senior level. • Proven ability to influence stakeholders, present ideas effectively and manage financial and commercial implications.
