Introduction About the Great Ocean Road Coast and Parks Authority The Great Ocean Road Coast and Parks Authority is the dedicated Victorian Government entity entrusted with the care, protection and sustainable management of one of Australia’s most breathtaking and culturally significant coastal regions. Description About Commercial and Visitor Economy Team The Commercial and Visitor Economy Team are responsible for the management and growth of revenue generating work streams within GORCAPA. A portion of GORCAPA’s income comes from issuing leases, licences and permits for various commercial and one-off activities and events along the coast. Purpose of the position -GORCAPA has responsibilities and obligations under the Crown Land (Reserves) Act 1978 and the Great Ocean Road Environs Protection Act 2020 to actively manage use of the land it holds responsibility for. This includes administering the issuing and management of Tourism Operator Licences (TOL’s) for organised tour or recreational activities for commercial purposes, on land managed by GORCAPA. -The purpose of this position is to support the management of TOL’s, fostering strong relationships with stakeholders and maintaining an exemplary level of customer satisfaction. -The position will ensure positive customer experiences, supporting facilitation of Crown land under the management of GORCAPA, as identified in the Crown Land Utilisation Plan. Primary responsibilities Manage enquiries and support the facilitation of the correspondence process for Tourism Operator Licences Manage TOL requests end-to-end, including trip record reconciliation, invoicing, licensing and preparing all required documentation in line with GORCAPA and State Government policies. Review all TOL applications and determine that all requirements of the agreement have been met, before submitting Grant and Purpose applications and/or issuing licences. This may include negotiating special conditions (exclusion zones, capacity restrictions, timing restrictions etc), Assess required licence documents such as risk management plans, insurances, and operating procedures etc and determine if satisfactory. Assist in the development and maintenance of standardised TOL procedures, review performance and recommend future improvements as required. Ensure that all licenced activities on GORCAPA managed land are safe, and consistent in upholding GORCAPA goals and land manager obligations. Ensure TOL holders comply with the OHS requirements of GORCAPA as detailed in relevant policies and procedures. Arrange requested internal support from TOL holders. Manage community relationships by providing customer service, education, and information to community stakeholders on the procedures relating to TOLs and the associated regulations. Make recommendations for policy updates for the licencing of GORCAPA facilities and spaces. Convey TOL and other licence information as necessary to internal GORCAPA partners and the public in a clear and concise manner, conducting licence meetings with internal stakeholders as required. What we're looking for? Demonstrated experience (3 years) in similar administration-based or customer service roles, within public sector preferred. Experience collaborating with commercial businesses, community groups, and volunteers. Experience working with Crown Land Legislation and Regulations (Desirable). A certificate, diploma or tertiary qualification in Tourism, Commercial Operations, business administration or event management About you? Excellent communication skills, including an ability to communicate with people from a broad range of backgrounds. Strong interpersonal people skills, with the ability to foster and maintain effective relationships with both internal and external stakeholders. Ability to interpret and follow guidelines including organisational policy and policies and procedures, regulations governing the use of specific facilities and unique use licence processes and regulations. Strong organizational and time-management skills. Knowledge of government processes including OHS requirements.
