The role will be commissioning housing capital improvement and managing contractors through contract administration.
The role will be hybrid, involving site visits, office work, and some home working.
Responsibilities include the delivery of capital and planned maintenance investment projects.
To prepare feasibility studies, develop new initiatives and concepts, and produce detailed specifications, drawings, and design solutions for modernization and improvement projects within the capital investment program, ensuring compliance with the latest planning, health and safety, and building regulations, including obtaining all necessary permissions.
Carry out all forms of building surveys, including condition surveys, schedules of condition, dilapidation surveys, and structural surveys, along with routine inspections under tenancy arrangements.
Ensure expenditure stays within the available budget and complies with delegated authority levels and the Council's financial regulations.
All building work must adhere to the latest Health and Safety in Construction Design and Management Regulations.
Knowledge & Experience
Required
* Substantial experience in delivering capital and planned maintenance projects.
* Experience with E-procurement via tendering or competitive bidding processes.
* Experience managing budgets.
* Detailed knowledge of construction health and safety, including the duties under the 2015 Construction (Design and Management) Regulations.
* Proficiency in AutoCAD or equivalent design drawing software.
* Knowledge of planning, listed building consent, and building regulation legislation.
* Understanding of relevant legislation and best practices.
* A commitment to partnership working and engaging service users in service development.
* Ability to work efficiently and develop new working practices through continuous improvement.
* Ability to meet deadlines.
* Knowledge of current Control of Asbestos Regulations and Legislation.
* Building Pathology expertise to identify deterioration, diagnose issues, and recommend intervention solutions.
Qualifications
* HNC in Building Studies.
* Accredited qualification in AutoCAD or equivalent drawing packages.
* Current driving license.
* Accredited qualification in Health and Safety.
