ROLE: Building Services Supervisor
HOURS: 40 hours per week
LOCATION: Essex County Council, CM1 1QH

We're looking for a Hard Services Team Leader who will lead the delivery of mechanical and hard services, ensuring full compliance, high standards of safety, and efficient operations across the County Hall Complex.
Role Responsibilities:
• Lead and manage a team of engineers, ensuring high performance, compliance, and adherence to Mitie values
• Oversee planned preventative maintenance (PPM), reactive works, and small projects in line with contract KPIs
• Develop and implement Safe Systems of Work (SSOW), including risk assessments, method statements, and permit responsibilities
• Ensure full statutory compliance and proactively manage health & safety, asset performance, and site standards
• Coordinate contractors, stakeholders, and operational teams to deliver continuous improvement and high‑quality service delivery
Main Duties
1. Assume AP responsibilities including Low Voltage AP, Working at Height AP, Hot Works AP for the County Hall Complex
2. Attend training courses as required
3. Manage a team of 6 engineers
4. Provide operational support, information and reports as requested to the SFM
5. Ensure the clients premises are maintained to the highest standard by undertaking routine walk rounds and taking a proactive approach to repairs. Record results.
6. Escalation of issues to provide early warning of defects
7. Attend meetings where required
8. Manage the engineering team including attendance, sickness, annual leave, punctuality, productivity, quality of work, behaviour in line with MITIE Values.
9. Conduct 6m & annual appraisals (MiReviews) and regular 1-2-1's.
10. Provide technical support to the team.
11. Maintain % statutory & mandatory compliance across the ECC estate
12. Manage PPM, Reactive and small quotes in line with contract KPI's. 30% PPM's to be completed weekly and % PPM to be completed in month.
13. Statutory remedial works to be completed within the KPI timeframes
14. Ensure breached RW & QW are dealt with immediately.
15. Monitor and action the WPLAN report daily keeping jobs to a minimum
16. Audit 5% of engineer & sub-contractor PPM per month
17. Responsible for all sub contractor activities
18. Undertake RAMS reviews for sub-contractor related works.
19. Proactively manage H&S, ensuring we provide a safe working environment, engendering and maintaining a safety driven culture, ensuring all legislative and company policies, processes and procedures are adhered to.
20. Ensure tool, PPE, test equipment, ladder checks are completed when due and recorded
21. Undertake monthly TBT
22. Ensure engineers are competent in the operation of the on site systems, develop and implement a training programme
23. Monitor available training courses and book in engineers as required.
24. Keep costs to a minimum by utilising on site staff where possible before engaging sub-contractors
25. Develop Standard & Emergency Operating Procedures
26. Prepare and submit various operational, accident, incident reports
27. Provide quotes for any new works
28. Keep asset information up to date.
29. Develop and maintain good relationships with both internally & externall stakeholders
30. Assist with the development of the Forward Maintenance Register and capital expenditure budgeting.
31. Attend meetings/handovers for Capital / Lifecycle replacement work.
32. Where a fault is related to a new project and still in warranty it must be escalated to the Project Manager / Project Director. A written report and photos must be provided.
Required Qualifications: applicants must meet the below defined requirements for the role.
• Relevant technical qualification in mechanical or building services engineering
• IOSH or NEBOSH Health & Safety qualification with strong knowledge of compliance and risk management
• Proven experience managing engineering teams, contractor activities, and statutory compliance within a facilities environment
