Job Description

Job Title: Workplace Health and Safety Business PartnerType: PermanentLocation: BlainaSalary: £44,376 per annumHours: 37 hours a week BRC are working closely with a leading housing association in South Wales. This role involves supporting the Health, Safety and Compliance Manager in oversight and delivery of the Service. You will need to support the Health, Safety and Compliance Manager through a collaborative approach with colleagues to deliver the Health and Safety Teams objectives. You will also assist the Health, Safety and Compliance Manager, in line with the company’s governance requirements, to report and control forecast and profile spending for annual budgets Core Duties:
* To act as a subject matter expert taking the lead role in developing Workplace Health, Safety and Compliance and related procedures.
* Deliver Health and Safety Training / inductions, Health Surveillance, vaccination and other health and safety programmes to reduce risk and maintain compliance.
* Coordinate, maintain and report on project plans for all projects supporting, ensuring project timelines and deliverables are met in line with SLA’s (Service-level Agreements).
* Maintain up-to-date knowledge of changes to legislation, with due consideration of the impact of these changes on the company.
* Assist with the design of bespoke training for employees and oversee and support it’s delivery
* Attend health and safety committee meetings, where necessary.
* Assist in the development and review of policies and procedures to timescale.
* Ensure any actions arising from audits, investigations, reviews, and monitoring are followed up to completion.
* Work proactively with colleagues across the business to manage risks, minimise incidents, and ensure that lessons learnt are fully and properly embedded.
* Ensure effective contract and project management systems are in place, including maintaining a robust set of standard contract documentation.
* Work closely with the centralised procurement team to ensure effective procurement of work programmes.
* Ensure that the company acts appropriately and responsibly and meets all legal obligations and service standards for planning and delivery activities.
* Creating vibrant communities across Blaenau Gwent undertake such other duties as may be requested, provided the general character of the duties or level of responsibility does not change.
Other Responsibilties:
* Monitor and deliver service standards and performance targets related to the Health, Safety, and Compliance Team, evidencing outcomes and achievements, and take action to address poor performance where appropriate.
* Ensure all professional consultants and contractors working on behalf of the company are effectively managed.
* Promote a culture of continuous improvement and learning from good practice, customer feedback and complaints.
* Produce regular reports, including performance reports for the Health, Safety and Compliance Manager, Executive Management, tenants, and the Board or committees as required.
* Demonstrate strong leadership and uphold the company’s Values.
* Always promote excellent customer service by employees.
* Make clear decisions and communicate effectively and openly across all levels of employees.
* Demonstrate the highest personal standards of integrity and conduct consistent with the vision, mission, and values.
* Provide high standards of people leadership, developing an engaged, motivated, and productive workforce, including resourcing, talent management, succession planning, performance management and engagement strategies.
* If required, to undertake out-of-hours duties on a rota basis.
Essential Requirements:
* NEBOSH General Certificate in Occupational Health and Safety or NVQ Level 5 in Occupational Health and Safety
* Membership of the Institution of Occupational Safety and Health (IOSH), minimum of CertIOSH and working towards CMIOSH or other relevant professional body
* In-depth understanding of health and safety legislation, Approved Code of Practice (ACOP) and guidance and its practical application.
* Organised, adaptable and able to deal with conflicting priorities and busy workload.
* Knowledge of leasehold requirements, engagement, consultations
* Previous experience in management within a similar environment and responsibility for the delivery of elements of a workplace health and safety strategy.
* Experience in developing and delivering programmes and projects to include improvements, cyclical, planned and/or development activities e.g. H&S Training, Health Surveillance and objectives.
* Experience of procurement processes and procedures and contract management
* Proven ability to work with others to build on relationships to motivate and achieve good performance.
* Experience in the development and delivery of training programmes
* Experience in legal compliance and risk management in health and safety
Desirable Requirements:
* Knowledge of the social housing sector in Wales
* Understanding of related Welsh government initiatives for housing
* Experience of the Housing Association Sector
