About the Role
Were looking for an experienced and strategic Payroll Manager to lead our payroll function at Health New Zealand - Te Whatu Ora, Hawkes Bay.
This is a key leadership role responsible for overseeing the delivery of accurate, timely, and compliant payroll services for our district, while driving continuous improvement and system optimisation.
Youll lead a team of direct and indirect reports, provide expert advice on payroll matters, and work closely with HR, Finance, and external partners to ensure best practice and legislative compliance.
This role also includes interpreting employment agreements, managing vendor relationships, and contributing to national consistency in payroll practices - including Holidays Act compliance.

About the Team/Service/ Location
Youll be based at Hawkes Bay Fallen Soldiers Memorial Hospital, working within People and Culture and reporting to the National Payroll Manager. The payroll team supports a large and diverse workforce, and youll be leading a group of 3 direct and 14 indirect reports.
This is a collaborative, values-driven environment where your leadership will help shape the future of payroll services across the district. Youll also work closely with HR, recruitment, unions, and external agencies such as AMS, ACC, and Audit NZ.

About you
To thrive in this role, you will bring:
* A relevant graduate and postgraduate qualification.
* 10+ years of payroll experience, including 5+ years in leadership roles within large, complex organisations.
* Strong understanding of the Holidays Act 2003, employment legislation, and HR practices.
* Proficiency in data analysis and reporting tools (e.g. SQL, Excel), and familiarity with AMS and rostering systems.
* Experience implementing Te Tiriti o Waitangi in action and a commitment to equity.
* Excellent communication, coaching, and relationship-building skills.
* A focus on innovation, continuous improvement, and quality service delivery.
