Framework Technical Manager

The Role:
The Framework Technical Manager is engaged to lead the technical aspects of delivery through all applicable framework contracts within the business area.
Key Responsibilities:
* Be responsible for providing technical and quality leadership across a portfolio of multi-discipline projects
* Provide a technical focal point for client SMEs (Subject Matter Experts) and internal stakeholders
* Have overall authority and responsibility for all technical aspects of projects.
* Collaborate with clients and suppliers to maximise innovation and value in all technical aspects
* Supporting development and implementation of engineering execution strategy across all disciplines.
* Coordinate engineering disciplines & undertake appropriate engineering/design reviews
* Assess and approve all engineering and technical scope changes
* Chair internal and external workshops (e.g. optioneering sessions)
* Represent BUK in all client-driven and multi-party technical forums
* Provide Technical Assurance across multiple disciplines
* Leading on ensuring that all BUK resources hold the required security clearances to undertake their duties
* Carry out Project Surveillance Audits (PSAs - design validation, solution reviews and internal project audits)
* Ensure engineers are following applicable standards, best engineering practice and client scope/specs where appropriate
* Provide Quality Assurance
* Ensure standards, policies and procedures are being followed on projects (both BUK and Client)
* Review and update quality system as required (periodically and as part of continuous improvement)
* Support the Business Development team with engagement and tendering as required
Skills & Experience:
* Major engineering delivery on EPC projects
* Principal Designer duty experience including CDM
* Mobilising/recruiting multi-discipline engineering design teams
* Producing and implement engineering project execution plans
* Developing and implementing design assurance plans
* Producing large engineering design resource hour estimates
* Managing design contractors and interfacing with supply chain
* Managing cost and schedule performance of large design teams
* Experience in Technical Management role or equivalent lead role
* Experience of Line Management and development of engineers
* Experience of working with multidiscipline project teams
* Detailed experience of the full project life cycle
* Strong documentation skills (production and review)
* Experience of working within and supporting the continuous improvement of a Quality system.
