Housing Standards Officer (Consultant) – Shared Accommodation Project
A local authority in Lancashire is currently undertaking a proactive inspection project. Their focus is on improving the energy efficiency and the safe standard of shared accommodation, including supported living environments and HMOs that are not subject to mandatory licensing.
The position is a flexible, consultant-based role responsible for conducting informal inspections of shared accommodation properties (including supported living and non-licensed HMOs). The aim is to proactively assess housing standards, communicate findings to providers, and support the company’s commitment to improving housing quality. The role involves self-management, direct communication with providers, and reporting outcomes in a clear and professional manner.
Responsibilities
* Conduct scheduled inspections of shared accommodation properties (including supported accommodation and HMOs exempt from mandatory licensing).
* Arrange appointments directly with accommodation providers based on a master list supplied by the company.
* Perform informal but thorough property inspections focusing on housing standards.
* Provide written feedback letters summarizing findings after each inspection.
* Identify significant hazards or issues; communicate these promptly for further action as required.
* Maintain accurate records of completed inspections using standard pro formas and Excel tracking sheets provided by the company.
* Ensure all work aligns with agreed project timelines; typically aiming for around 10 inspections per week (flexible based on consultant availability).
* Communicate effectively with internal officers, external providers, and potentially council members.
Requirements
* Demonstrable competence in housing standards inspection (experience as an Environmental Health Officer or similar preferred but not essential).
* Strong understanding of relevant legislation related to housing standards; ability to identify hazards under HHSRS is desirable.
* Excellent written and verbal communication skills; able to produce clear feedback letters and liaise professionally with providers and council representatives.
* Experience working with or within local authorities is advantageous.
* Ability to self-manage workload, schedule appointments independently, and meet agreed targets for number of inspections per week.
* Comfortable working remotely using company-provided remote access tools (no device provided; own equipment required).
* Flexible approach – open to part-time or full-time arrangements depending on consultant availability.
