Job Title: Commercial Lead Reporting to: Business Unit General Manager Role purpose The JOB TITLE will be Commercial Lead The Commercial Lead will manage the commercial team within a joint venture within England, including Senior Quantity Surveyors, Quantity Surveyors, Graduates, and Apprentices. The jobholder will take responsibility for the commercial performance of a number of projects or a large complex major project let within a joint venture (OTW JV) under an Engineering, Procurement and Construction (EPC) Framework with National Grid, throughout ECI Stage 1 to Stage 2 Engineering, Procurement and Construction (EPC), whilst reporting to the Business Unit General Manager and OTW JV Operational Board. The Commercial Lead will report functionally into the Regional Commercial Manager. The successful candidate will play a crucial role in managing the cost and commercial aspects of our projects, ensuring they are delivered on time, within budget, and in accordance with NEC4 contract principles. It is essential that the role is based on site 3-4 days per week. Responsibilities & Duties Including but not limited to the following: Participate in creating a safe working environment. Act as Commercial Lead in the administration of contracts for the OTW JV. Develop and maintain relationships with clients, subcontractors and key stakeholders. Produce Subcontract documentation including negotiation of terms and conditions, prices and programme. Management of subcontract works packages including interim assessments of the amount due and subsequent change management. Produce and issue all commercial notices, to both the Client and Subcontractors, as required by the form of contract. Manage change in a timely manner in accordance with the form of contract, including the production and submission of EWN’s, Compensation Event Notices and Compensation Event Quotations. Produce, submit, and agree monthly applications, to the Client, in accordance with the form of contract. Liaise with operational and engineering staff to ensure site records are kept to the standard required. Produce detailed monthly reports and Cost Value Reconciliations (CVR) as required by the business unit or project. Produce and maintain a detailed ‘Cost Plan’, tracking and forecasting expenditure, including detailed schedules of Subcontractor ‘liabilities’ and use of Oracle based cost analyses. Produce and maintain accurate cost and value forecasts on a monthly basis Produce and maintain accurate cash flow forecasts on a monthly basis. Work with the Project Managers to ensure accurate planning of expenditure. Support the Project Managers and others to identify, quantify and mitigate risks to cost and value. Interpret and critically evaluate expenditure reports produced by internal cost systems. Attend progress and risk reduction meetings with the client and subcontractors. Apply the principles of ‘Doing the right thing’ in maximising value and profit. Responsible for key decision making relating to commercial matters alongside the senior operational team. Management and development of the commercial team to ensure they reach their potential and support their wellbeing. Be available to assist estimating and bid teams with contractual expertise Key interfaces Relationships with key stakeholders: Business Unit General Manager – Commercial Lead must align with the overall business unit objectives, and support BUGM commercially. OTW JV Operational Board – Commercial Lead is responsible for monthly commercial reports and obtaining the correct OTW JV governance in line with delegated authority. Regional Commercial Manager – Commercial Lead must maintain a close working relationship to ensure consistency with the wider business on commercial issues. Client – Commercial Lead must ensure a strong rapport is built with the client, building on existing working relationships. Person Specification Qualifications and experience The jobholder shall possess: Chartered (MRICS), or working towards Master’s degree qualified in Quantity Surveying or similar 5 years’ Experience working on energy sector ‘major projects’ Strong appreciation/training of NEC4 forms of contract. Advanced IT skills including Excel, Word & Contractual and Cost Management Systems Excellent stakeholder management and communication capabilities. Solid knowledge of construction processes. First class time and outcome management skills. Strong leadership and management expertise proven track record of developing individuals. Track record of negotiation and final account settlement.
