Location: North East Lincolnshire (23 days per week in the office)
Daily Rate: £355.98 (via consultancy)

We are proud to represent our client, a forward-thinking local authority with a strong commitment to public service and infrastructure transformation. They are currently seeking a highly experienced and qualified Lead Civil Engineer to deliver design, project management, and leadership across a portfolio of highways and transformation projects. This role plays a vital part in supporting the Councils Stronger Economy and Stronger Communities priorities and delivering key outcomes outlined in the Local Plan. Key Responsibilities
Lead on the design, procurement and contract administration of highways, civil and structural engineering projects
Manage all design elements for Local Transport Grant funded schemes
Investigate technical issues and develop feasibility studies, options appraisals, and outline designs
Ensure high-quality delivery from concept through to construction and evaluation
Apply commercial awareness and working knowledge of NEC contracts to manage risk and ensure compliance with health and safety regulations
Provide expert input to public consultation, planning applications, and stakeholder presentations
Oversee procurement of services and contractors in line with council procurement rules
Lead and mentor junior engineers and contribute to upskilling within the team
Prepare technical reports, funding bids, and contract documentation
Support budgetary control, milestone tracking, and project plan adherence
Collaborate with key internal teams, statutory bodies, utility companies and delivery partners
Key Requirements
Minimum 7 years' experience in civil engineering design and project management, ideally within highways infrastructure
Degree in Civil Engineering or equivalent, with significant relevant experience
Chartered or Incorporated Engineer status (ICE, IHE, IStructE)

In-depth knowledge of UK highway design standards, NEC contracts, and CDM regulations
Demonstrable experience working within or alongside local government or the wider public sector
Exceptional communication, leadership, and project delivery skills
Strong organisational ability and confident use of Microsoft Office and design software
Ability to manage multiple projects, work independently, and meet competing deadlines
A flexible, professional, and collaborative approach
Working Environment
