Length of employment: Job Summary: As the MOD's infrastructure expert DIO has a significant role to provide defence-wide, advice, guidance and delivery of strategic estates management, strategic asset management, disposals and acquisitions and major programme and project delivery as well as the management and leadership of the supply chain. The continuous at sea deterrent is strategically critical output for UK Defence and the infrastructure that supports the current capability, and wider submarine operations, in preparation for future capability requires significant investment. DIO Nuclear Infrastructure Directorate provides a mission aligned infrastructure service to the CASD, providing major capital programme delivery, estates and infrastructure services to our Front-Line Commands and Agencies. The directorate is responsible for the delivery of the existing demand, the development of the next demand and the planning of future demands alongside our Royal Navy, Submarine Delivery Agency and Defence Nuclear Organisation sponsors. The portfolio of work comprises a number of complex estates and infrastructure projects including; The Clyde Infrastructure Programme; a £1.8B programme of work of new build facilities and refurbishment to support current and future operations on HMNB Clyde. The programme of work is part of Government Major Programmes & Projects and is considered a top 100 government programme. Programme Euston: a complex engineering and construction project to ensure readiness for the Submarine Flotilla's newest addition, Dreadnought class submarines. Future Programme Development: to determine the future investment strategy to ensure the infrastructure across our estate meets the MOD's nuclear infrastructure demand. This is an exciting time to join the team, the delivery environment is both challenging and rewarding. We are seeking a motivated and energetic Programme Controls Officer. The candidate will provide robust reporting and management information. You will ensure that the projects within the portfolio and programme remain within their approved time and cost envelope, ensuring that the programme remains aligned to strategy and affordability. The work you do will give you exposure to senior stakeholders, project teams and customers and you will be part of an ambitious team. Job Description: Support to Project and Programme Management within the Nuclear Infrastructure Delivery DIO MPP Manage own and team's workload to contribute to DIO delivery outputs Demonstrate a personal commitment to the DIO Guiding Principles Assist line and functional managers in delivering departmental goals and in developing team members. Contribute to a positive, inclusive, collaborative and proactive working environment. Promote strong working relationships both within the team and with other teams across DIO and MoD Ensure local compliance with mandatory requirements. Continually strive to enhanced P3M maturity, supporting team improvements and best practice (continual improvement and functional development, as well as strengthening collaboration across the business). Actively participate in and contribute to the appropriate Communities of Practice in order the share best practice, increase knowledge and develop capability of function and colleagues. Champion the PfO's High Performing Team ethos, values and action plan, leading by example. Controls Assurance Support Project Delivery teams and project managers to deliver high quality monthly reporting to a consistent standard. Mine data from the standard reports and ad hoc reports to aggregate into Programme and Portfolio reporting. The scope of this covers; schedule, cost, risk, H&S, Licenced site compliance, compliance with project delivery process, quality, assurance via gateway reviews. Develop process and tools to ensure consistent capture and reporting of information required for control of project performance information. Develop and implement the drum beat for the monthly project controls cycle ensuring it is aligned to the Project Managers requirements. Arrange controls drum beat meetings ensuring that the meeting is organised with the right attendees, agenda set, chaired correctly and actions are recorded, distributed, and followed up. You will be secretary for most of these meetings. Communicate data in a way that reaches its target audience by using applications such as Power BI, PowerPoint and other MS office applications. For key controls data, analyse trends so that the Project Controls Manager and Project manager, can make timely interventions and continuously improve our delivery. Provide guidance and ensure compliance around adherence to best practise and programme level controls requirement. Promote open communication and collaboration between all parties including project delivery team, project sponsors and customer organisations. Carry out quality checks to ensure projects are adhering to best practise General Preparing/editing documents: compiling and updating spreadsheets, assisting with the production of presentations, reports and correspondence. Author and update Word documents. Collation and Presentation of Reports for senior management. Creation, updating and publishing of action logs and trackers. Meeting organisation, minute or action log capture and secretary. Production of concise and accurate meeting minutes, notes and actions. Chairing workshops to support implementation of best practise. I ncludes Learning from Experience and supporting Community of Practices.
