About the Team

This role sits within Ofcom’s People, Culture and Workplace team. Our PC&W team support the organisation at a strategic level, ensuring we have the right capability and ways of working in place to deliver on our objectives for our consumers and leading transformation and cultural change to support an increasing regulatory remit.

The People, Culture and Workplace team is here to support colleagues through their journey at Ofcom – from recruiting them to their role, to the moment they head to pastures new. This includes learning and development, diversity and inclusion, career progression as well as supporting well-being and providing practical information around pay and benefits.

The People Services team are responsible for the development and delivery of all employee lifecycle administration; oversight of employment, health and safety, and payroll legislation compliance; people policy development; colleague psychological support; as well as Ofcom’s HRIS and People Data and Analytics strategies.

Key stakeholders outside of the People Services team include the Director of People, Culture and Workplace, ICT, Finance, ED&I, Colleague Forum and Networks, Prospect Union, and external providers, including Workday.

Purpose of the Role

Reporting into the newly created People Technology and Data Lead, the People Data and Analytics Manager is responsible for delivering the People and Data Analytics Strategy by supporting high quality people data and analytics across the People function. The role is responsible for leading the team to transform People and Workforce data into actionable insights.. By ensuring data integrity within Workday, developing advanced analytics, and delivering meaningful reporting, this role empowers the People Team and Leadership.

The role works closely with all of PCW, and stakeholders in ICT, Finance, and the Data Innovation Hub, championing innovation and continuous improvement, delivering a best in class, modern people data and analytics function.

Furthermore, the role will provide Career and Performance Management for the People Data and Analytics team, circa 3 FTE.

Your key responsibilities

Data and Analytics Reporting and Insights

1. Deliver the People Data and Analytics strategy, owning data integrity, compliance, and accessibility across all systems, in line with the Workday First strategy.

2. Ensure data accuracy, integrity, and compliance across Workday and integrated systems.

3. Manage two Associates in the People Data team providing inspiration and development opportunities

4. Support key stakeholders, such as the People Business Partnering team to enable evidence-based decision making

5. Manage the design, development, testing, delivery, and continuous improvement of Workday and PowerBI dashboards, reports, and visualisations that provide actionable insights to PCW, senior leadership, and other stakeholders.

6. Proactively seek out and implement improvements to ways of working, such as the utilisation of automation and AI, data modelling, and reporting standardisation

7. Stay current on emerging trends in People analytics (specifically Workday) and apply innovative approaches where relevant.

8. Present findings and recommendations to senior leadership and influence strategic decisions.

9. Translate complex data into clear narratives to support proactive people management practices, including workforce planning, ED&I, engagement, retention, and performance initiatives

10. Ensure compliance with data privacy regulations (e.g., GDPR) and ethical data use.

Collaboration and Change

11. Work alongside the People Technology Team to ensure data integrity and outputs are aligned with our Technology, specifically Workday

12. Act as a change agent for digital reporting transformation across PCW.

13. Partner with People Business Partners, COEs, and business leaders to understand needs and deliver fit-for-purpose solutions.

14. Lead and support data analytics projects, ensuring robust communication and milestones are met.

Governance

15. Ensure data governance and GDPR compliance.

16. Ensure access to data and security is monitored with strict scrutiny

The skills, knowledge and experience you’ll need for success

17. Proven experience in Workday and desirable to have supporting across the following SKUs: HCM, Compensation, Recruiting, Talent and Performance, Payroll, Learning and Absence.

18. Proven experience in People Data and Analytics management roles with strong systems understanding of data, reporting, and analysis, including storytelling and developing insights, with the ability to learn quickly and adapt.

19. Passionate about improving employee experience through innovation and data-driven decisions.

20. Experience of building, maintaining, data modelling, and presenting complex people data within Workday and Microsoft products including Excel and PowerBI, utilising automation and coding across different systems and teams to drive efficiency.

21. Ability to translate complex data into clear, compelling narratives with clear actionable outputs at both operational and strategic levels.

22. Experience of an environment with structured governance processes and protocols.

23. Drive for high quality delivery with a customer-first, solutions-focused mindset.

24. Knowledge of data governance and information security best practices.

25. Executing Plans - Experience of managing multiple project strands simultaneously, with the ability to deliver and reorganise priorities at pace, still within agreed timescales.

26. Channelling Influence - Excellent stakeholder management and communication skills, operating at a senior level, working with and influencing senior stakeholders.

27. Embracing Change - Attitude of continuous improvement, supportive and welcoming of change, and driving improved capabilities across the team and organisation.
