2 months contract (with a possibility of extension) with a Local Authority
Job Summary:
• To lead on effective and transparent procurement and contract management across Housing Services, ensuring compliance with statutory procurement regulations and the Council’s Standing Orders.
• To provide expert contract management advice, ensuring robust governance, financial control and risk management arrangements are in place across a portfolio of Housing contracts exceeding £6m per annum.
• To support the delivery of best value, social value and sustainable outcomes through strategic oversight of repairs, maintenance, major works, professional services and ICT-related housing contracts.
Key Duties/Accountabilities (Sample):
• Maintain and develop a comprehensive contract management strategy for Housing Services, introducing appropriate governance frameworks and control mechanisms.
• Oversee and maintain an accurate Housing contract register, ensuring all contracts are monitored, reviewed and compliant with agreed criteria.
• Provide specialist advice on public procurement regulations, UK legislation, Council policies and Standing Orders relating to procurement and contract management.
• Contribute to strategic and annual contract performance reviews, preparing reports, strategy papers and options appraisals to inform procurement decisions.
• Liaise with Corporate Procurement, Finance and Legal Services to ensure compliance and agreement on procurement approaches and documentation.
• Support the procurement and mobilisation of service delivery contracts, ensuring operational teams understand and meet contractual obligations.
• Identify, assess and manage contractual risks, escalating issues where necessary and implementing mitigation measures.
• Deliver value for money initiatives and support the achievement of cashable savings across Housing contracts.
• Develop and maintain internal procurement and contract management guidance and deliver training to stakeholders where required.
• Ensure contracts deliver social value, sustainability and inclusive growth objectives in line with Council priorities.
• Respond to Member enquiries, complaints and general procurement-related queries.
Skills/Experience:
• Demonstrable experience of contract and supplier management within a public sector environment.
• Strong knowledge of UK public procurement legislation and statutory compliance requirements.
• Experience managing contracts within housing, repairs and maintenance, construction, consultancy or related services.
• Proven ability to deliver value for money and identify cost-saving opportunities.
• Experience maintaining contract registers and governance documentation.
• Strong financial and commercial awareness, including risk management and performance monitoring.
• Experience working with corporate procurement, legal and finance teams.
• Proficient in relevant IT systems including Oracle, Keystone, Northgate and Microsoft Office.
• Excellent report writing, analytical and stakeholder management skills.
• Ability to operate at a strategic and advisory level within a local authority setting.
Additional Information:
• 37 hours per week.
• Hybrid working arrangement (Council Offices).
