Job Summary:

The Temporary Works Lead is responsible for the planning, design coordination, assurance, and safe implementation of all temporary works required to support civil engineering construction and marine installation activities. This role ensures that temporary structures and systems are designed, installed, used, modified, and dismantled in accordance with engineering standards, project specifications, and safety regulations. The position requires close coordination with construction, engineering, and marine operations teams to ensure safe and efficient delivery of works.

The Temporary Works Lead manages all aspects of the design, including coordination, submission, compliance, programming and management of design, engineering and assurance, maintaining and updating the Temporary Works Procedure (WI300).

The Temporary Works Leads is responsible for fulfilling the Contractor’s responsibilities under BS5975 and the Employer’s Temporary Works Procedure.

Temporary Works Designers, Supervisors and checkers will be appointed as and when required by the Designated Individual or the TWC in accordance with the Temporary Works Procedure.

The TWC has appropriate authority to perform the role effectively; this will include authority to stop work if it is not being carried out satisfactorily.

Key Responsibilities:

The role and responsibilities of the TWC include but are not limited to the following:

Design & Technical Oversight

* Being the first point of contact between the designers of Temporary Works and the site team.

* Develop, review, and approve temporary works designs, including but not limited to: scaffolding, formwork, falsework, shoring, sheet piles, cofferdams, lifting frames, work platforms, access systems, and staging structures.

* Ensure temporary works are structurally sound, stable, and suitable for intended construction and marine operational conditions.

* Review design submissions from external engineers or contractors to ensure compliance with relevant standards and project requirements.

* Prepare Temporary Works Design Briefs and ensure clarity between design intent and field implementation.

Planning & Coordination

* Collaborate with construction managers, site engineers, planners, and marine operations teams to forecast and schedule temporary works requirements.

* Ensure temporary works activities are integrated into construction work plans, marine activity schedules, and site logistics arrangements for both onshore and offshore works.

* Coordinate issuance of drawings, installation procedures, risk assessments, and method statements in a timely manner.

Site Inspection & Assurance

* Conduct inspections to verify temporary works are installed as per approved designs and are safe for use.

* Approve loading, operational use, modification, and removal of temporary works systems.

* Maintain a Temporary Works Register and ensure compliance with permit-to-work and inspection certifications.

* Lead resolution of non-conformances and engineering queries relating to temporary works.

Marine Construction Interface

* Ensure temporary works supporting marine operations consider tidal variation, wave and current loading, vessel movements, geotechnical conditions, and offshore safety requirements.

* Coordinate with marine contractors, naval architects, and vessel operators for floating or submerged temporary systems.

* Support marine construction activities such as quayside works, piling, dredging support structures, cofferdams, caissons, jetties, pontoons, and barge-based operations.

Safety, Compliance & Risk Management

* Ensure compliance with relevant engineering and safety standards (e.g., BS 5975, EN/ISO standards, OSHA, port authority regulations).

* Lead temporary works risk assessments, hazard reviews, and constructability planning.

* Promote safe work practices and ensure all personnel understand key risks associated with temporary works.

Documentation & Reporting

* Maintain complete records of design documents, approvals, inspections, permits, and handover documentation.

* Provide regular temporary works status updates and risk reports to the Project Manager and Construction Manager.

* Support project audits, readiness reviews, and technical investigations as required.

Leadership & Communication

* Act as the primary point of contact for all temporary works matters on the project.

* Educate and mentor engineers, supervisors, and workforce personnel on temporary works procedures.

* Facilitate technical and coordination meetings with designers, contractors, and construction teams.

Technical Skills and Competencies:

* Have excellent communication skills (including presentation skills) in English, both written and verbal and the ability to report at both Project and Board level.

* Ability to manage teams of people in a multi-disciplinary environment. Excellent organisational skills and the ability to plan ahead and manage own time.

* A good working knowledge of the: Health & Safety at Work Act 1974, Construction Health, Safety and Welfare Regulations 1996, Construction Design and Management Regulations 2015, management of health & Safety at Work Regulations 1999 and other relevant legislation

* Experience in temporary works design and coordination in civil or marine construction environments.

* Strong understanding of structural behaviour, load cases, geotechnical considerations, and marine environmental forces.

* Proficiency in interpreting drawings, engineering calculations, method statements, and safety documentation.

* Familiarity with temporary works standards (e.g., BS 5975, BS 6349) and port/marine safety codes.

* Strong communication, coordination, leadership, and problem-solving abilities.

Qualifications, Certifications and Experience:

* Experience within a similar role within an appropriately sized engineering organisation.

* Educated to degree or higher level or equivalent in a numerate discipline, typically Engineering discipline (or related). A lower educational level, typically HNC or HND, may be acceptable where a very significant level of experience in a senior technical engineering role can be demonstrated.

* Membership of an appropriate Professional body, typically Chartered member of Institute of Civil Engineering or an international equivalent professional status.
