Deputy Finance Business Partner
Contract length: 3 months

Responsibilities
* Provide proactive financial management information and advice to the Group to work towards the full delivery of all Group financial objectives.
* Interpret and implement changes to the NHS Operating Framework within the Group.
* Lead the agreement of budget setting methodology, process and output with the Group Management team within a Trust wide framework.
* Ensure the Group identifies and achieves Cost Improvements Plans to achieve its financial objectives, monitoring monthly against plans and implementing corrective actions as necessary.
* Monitor and review all Group budgets in accordance with Trust SFI and SFO to ensure progress against Group and Trust Business Plans.
* Implement changes highlighted in national and local audit reports.
* Provide financial advice to Group management teams to formulate the strategic direction for the Group and ensure resources are effectively utilized.
* Support and challenge individual budget holders in the analysis, maintenance and control of budgets, investigate variances and agree corrective action with the Group Management team and budget holders.
* Evaluate and recommend to the Group Management team on the financial consequences of changes in clinical/service practices and their impact on financial viability.
* Provide financial input into business cases, incorporating funding sources through the payment by results regime.
* Support the commissioning team with relevant financial information to inform the annual contracting process and monitoring of financial and activity performance.
* Be actively involved in the Group performance review process, producing monthly comprehensive financial reviews of the Group’s financial position and forecast.
* Ensure monthly financial reports and forecasts reflect all known information about a specific budget area at that point in time, reflecting relationships between income and expenditure changes.
* Manage the financial management team of the Group, taking responsibility for appraisal, absence recording and disciplinary issues.
* Contribute to the monthly production of finance reports for Trust Board, Group Review meetings and service management meetings, providing detailed variance analysis and robust forecasting information.
* Provide information on returns to the Department of Health, NCB, CCGs and other ad hoc returns.
* Provide financial input into the Trust’s financial planning.
Skills/Experience
* Recognised Professional Accountancy Qualification – fully qualified member of CCAB.
* Evidence of Continuous Professional Development to enhance core accounting knowledge.
* Knowledge of financial and accounting procedures and techniques.
* Expert knowledge of NHS policies/procedures such as Payment by Results, Coding, Patient Choice, Trusts.
* Exposure to working in a multifaceted environment, providing financial management information and advice to a range of financial and non-financial managers.
* Experience of the financial elements of business planning, preparing business cases and applying investment appraisal techniques.
* Experience of leading, managing and developing a team or individuals.
* Develop influential and effective working relationships with key stakeholders, both internal and external.
* Excellent written communication skills, summarizing complex financial issues into concise reports and business cases.
* Good verbal communication and presentation skills, explaining complex financial issues to non-financial staff and influencing decision making.
* Analyse highly complex financial information, provide advice on the allocation of financial resources.
* Organise workload to ensure departmental programme fits organisational timetables, meeting local, regional and national timescales.
* Lead and motivate teams or individuals to manage change and achieve organisational goals.
* Work autonomously, make decisions independently and delegate effectively.
* Use initiative, prioritise work, meet tight deadlines, apply problem solving skills.
* Strong analytical skills, make sound judgements on complex issues to minimise financial risk.
* Excellent organisational and time management skills.
* Knowledge of Oracle Financials.
* Excellent Microsoft Office skills.
