Job Description
As the Portfolio Planning and Assurance Manager, you will play an important role in defining, building, and monitoring our roadmap of digital and business transformation, focusing on operational and regulatory effectiveness and efficiency whilst improving overall portfolio outcomes.
You will be responsible for working with a variety of operational delivery specialisms to improve project and programme delivery compliance, you will define and embed the standards for effective planning, ensuring all aspects of portfolio deliverables and dependencies are governed and assured to support HSE in delivering our ambitions transformation agenda.
Focused on setting and implementing best practice standards to drive the collective delivery of organisational outcomes that will improve regulatory effectiveness and efficiency and improve project and programme compliance you will help us lead, drive and deliver significant change across HSE.
Working to the Head of Portfolio Management Office, and alongside the Portfolio Management team, your role will be to maintain planning and assurance practices and processes in HSE.

* Portfolio Level Planning and dependency management - establish and maintain integrated end-to-end portfolio, programme, and project plans, maintain portfolio dependency and milestones tracking.
* Planning standards – be the point of professional knowledge and expertise on planning across the full portfolio. Develop and maintain planning standards including ensuring full alignment and consistency, championing the use of best practice planning standards, tools, and processes.
* Planning Assurance – deliver effective assurance of plans across the portfolio and provide clear reporting and recommendations for improvements.
* Portfolio Assurance – be the PMO lead in assurance, develop, and maintain the assurance framework at a portfolio level and apply this consistently across the portfolio’s projects.
* Leadership – as a member of the PMO Management Team provide leadership and line management of PMO team members, matrix management, as necessary. Collaborate with stakeholders across HSE to embed planning practices and lead change.

Person specification
Essential Skills And Criteria:
* Experience of driving planning and assurance practices with multiple senior responsible officers and Project managers to ensure project and programme plans (and associated reporting artefacts) are provided in line with regular governance cycles.
* Experience of leading planning workshops and tracking and reporting on dependencies across multiple projects and programmes
* Experience of developing and managing resource and cost loaded project / programme plans and providing assurance of project / programme plans.
* Experience of defining and implementing project and portfolio planning frameworks and standards, improving maturity of planning across a portfolio of projects
* Experienced in managing people both directly and on a matrix management basis extending to the coaching and mentoring of junior team members as part of driving the consistency of standards and outputs.
* Proficient in MS Project including dependency management and critical path tracking, including working knowledge, development, and experience of rolling out MS Project Online.
Travel

Qualifications
Planning Qualification (APMG Project Planning and Control Practitioner – or similar, Management of Portfolios, Management of Successful Programmes).
