Offer description

The primary purpose of this position is to provide legal advice to the Commander, Third Air Force United Kingdom (3AF UK), the Director of Legal Services, his staff and all US Force installations and geographically separated units within the UK in the highly specialized and professional fields of foreign affairs, national, international and comparative law, European and British laws, foreign claims, foreign civil litigation, operations, and rights and entitlements.


GENERAL REQUIREMENTS

* You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
* In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.


Specialized Experience

In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the positions duties and responsibilities.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs)

1. Graduate of ABA-accredited law school, and admitted to the bar of the highest court of a state or District of Columbia. Knowledge of an extensive body of laws, procedures, instructions, policies, regulations, treaties and agreements concerning international law, claims, foreign civil litigation, operations law, civil law and ethics and of how to appropriately handle issues of precedent-setting nature or high command or public interest.
2. Ability to effectively interpret and apply law and recommend changes in legislation, policy or regulations. Knowledge of computer and software programs sufficient to store and retrieve information and to prepare reports, charts and statistics.
3. Knowledge of fact-finding, analysis, and problem solving to examine and adjudicate claims and to develop additional information and evidence.
4. Ability to proficiently research applicable UK and US law and administrative guidance and to recognize its applicability to the issues needing resolution.
5. Knowledge of claims processes and procedures. Ability to propose, draft and negotiate a variety of legal documents and agreements that are consistent with US legislation, policy or regulations.
6. Knowledge of the functions and application of different international and administrative agreements and documents. Ability to communicate, advocate and educate effectively, both orally and in writing, using tact and diplomacy.


PART-TIME OR UNPAID EXPERIENCE

Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.


VOLUNTEER WORK EXPERIENCE

Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


ADDITIONAL CONDITIONS OF EMPLOYMENT

* In view of the novelty, variety, complexity and obvious importance of the legal issues which incumbent is called upon to resolve, the incumbent must not only be a graduate of an ABA accredited law school with a Juris Doctor or equivalent degree and be a member in good standing of a US State Bar or equivalent host nation Bar Association, but must also, over and above the normal qualifications of an attorney-at-law, possess legal training, extensive experience and a measure of experience in the specialized fields of national, international, comparative, environmental, and tort law, including UK and applicable European law.
* The incumbent must also exhibit the experience and expertise required for interacting with seniors and UK government officials and demonstrate the capacity to train other attorneys and paralegals in the UK. There is limited to no paralegal support for this position so ability to maintain and keep current and historical files organized is important.
