Directorate: Resources

About the team

Join Our Award-Winning Team at Hertfordshire Shared Anti-Fraud Service (SAFS). Are you naturally inquisitive, analytical, and motivated by a strong sense of fairness? Do you want to use your skills to protect public money and help bring fraudsters to justice? At SAFS, we are proud to be nationally recognised for our innovative work in tackling fraud across Hertfordshire and Bedfordshire. We are now expanding our team and are looking for a new Intelligence Officer to help us go even further in the fight against fraud in local government.

What You'll Gain:

* A collaborative and supportive team that values your contribution.
* The chance to work on a range of complex investigations that make a real difference to our community.
* A fast-paced, target-driven environment where your skills will grow and thrive.
* The satisfaction of delivering meaningful results and helping safeguard public services.

About the role

This is no ordinary desk job. As an Intelligence Officer, you'll be at the heart of our services to detect and prevent fraud. You will:

* Work closely with councils and housing providers to identify suspicious activity.
* Triage allegations of fraud and build intelligence packages that drive investigations.
* Dive into data, spot patterns, and uncover fraud risks.
* Use a range of systems to support proactive and reactive casework, and be part of a respected, award-winning team.
* Work on meaningful cases that protect public services.
* Enjoy flexible, hybrid working arrangements.
* Develop your career with real opportunities to grow.

Every day will bring new challenges—and the chance to make a real difference. If the role is extended, you'll also have the opportunity to complete the Counter Fraud Investigator Level 4 Apprenticeship, a nationally recognised qualification. Entry requirements for the 2-year apprenticeship are Level 2 English and Maths (GCSE A-C/9-4 or equivalent). Applicants without this would need to achieve this alongside their apprenticeship before completing their end point assessment. Applicants with a Level 4 or higher qualification in a related area would not be eligible for the Apprenticeship.

About you

We are looking for someone who:

* Has a sharp eye for detail and a methodical approach.
* Is able to build strong working relationships with partners and colleagues.
* Is confident in using IT systems (especially Word, Excel, and databases).
* Can travel across the county (a driving licence is essential).

Advantages include:

* Experience in local government or social housing.
* A background in intelligence, investigations, or customer service.
* The ability to prioritise and stay calm and focused under pressure.

Training/Qualifications

We encourage you to include examples of where you have demonstrated the requirements/criteria in the advert or job profile to allow the panel to fully recognise your skills and abilities. You will have the opportunity to include a short covering paragraph within your application to give us a little more information about your skills, knowledge, and experiences.

Secondment

This position is open to secondments. If you work for HCC or any other Local Authority and would like to be considered as a Secondment contract, please ensure you complete the relevant section in your application. If not, your application will be considered as a Fixed Term Contract only.

Additional information

Disability Confident: We are proud to be a Disability Confident employer and guarantee an interview to anyone disclosing a disability whose application meets the minimum criteria for the post.

Travel Required: You'll need the ability to drive and/or travel around Hertfordshire, either using your own mode of transport or public transportation.

English Fluency: The ability to converse at ease with members of the public and provide advice in accurate spoken English is essential for the post. For those whose language is signed language, the provision of a sign language interpreter who speaks English to the necessary standard of fluency will be required.
