On behalf of FCDO, we are looking for a Workforce Planning Manager (Inside IR35) for a 12-month contract.
Hybrid - 2 days per week in office & the rest WFH. Glasgow based.

Rosa is a central Government IT system that enables collaborative working at SECRET in a secure environment with the latest technologies. Rosa provides fixed and mobile SECRET collaboration tools and communications in 166 countries across the globe, allowing uses to create and share data securely. This groundbreaking work is protecting our national security whilst enabling users to work in far better ways than any previous solutions have allowed in this space.
The Rosa Management Office is responsible for key corporate functions within the Rosa team including the commercial operations for People & Capability. It is essential we maintain and operate resource management to allow critical service delivery Responsible for ensuring that all aspects of People and Capability including, recruitment and onboarding, business support operations, staff development, and relevant processes are effectively and efficiently delivered.
You will support the RSO Director, Senior Leadership Team and Senior Managementteams, ensuring the smooth implementation of our people and capability strategy and objectives during a period of ongoing change and growth. The successful candidate will promote our core values and encourage an inclusive culture, ensuring we have the necessary resources and capabilities to deliver the overall service.
SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
As a Workforce Planning Manager, your main responsibilities will be to:
* Develop, implement and monitor the delivery of the Workforce Planning strategy.
* Conduct analysis on current workforce capability and develop required plan to meet policy and financial requirements.
* Advising and guiding the RSO Director, Senior Leadership Team and other senior staff on people related matters and support production of required reporting documents for Government submissions.
* Building strong relationships with FCDO HR and other organizational counterparts to shape and influence people related matters to protect the interests of RSO staff as well as resolving issues quickly.
* Develop and implement an efficient, effective recruitment, onboarding and induction programme.
* Lead on people engagement activities and strategies including the ongoing development of high performing teams and individuals.
* Lead and develop a team of operational colleagues that will directly drive the Workforce Planning requirements and implementation.
Essential:
* Proven experience of developing and implementing workforce planning strategies.
* In-depth knowledge, skills and experience in successfully leading and delivering a range of people related initiatives.
* HR experience in building and developing organisational growth, capability, and culture.
* Excellent written and verbal communication skills with an ability to explain complex information in a clear and concise way to a variety of audiences.
* A key influencer and contributor, you will be insightful, with a passion for delivery of a professional service that meets and contributes to the strategy of the organisation.
* As a senior manager you will be highly visible, quickly building trust and maintaining collaborative relationships with colleagues across RSO, FCDO and Cabinet Office.
* Experience of leading operational teams to deliver at pace whilst maintaining a focus on development of a quality service.
Desirable:
* Knowledge of business planning processes and alignment with strategic objectives
* Experience of working in an IT Service Environment
* Understanding of working across Government and public service
* Strong track record in coaching and people development Professional Qualifications
* CIPD qualification in related discipline
