Role Title: Development Manager
(Temporary one year contract)
Reporting To: Head of Development
Grade: EVH Grade 8
Job Purpose:
To work cooperatively with the North West Partners (Maryhill and Queens Cross Housing Assocaitions) and their associated contracted organisations. Maryhill’s partners are Barrhead, Linstone and Paisley Housing Associations. To manage all aspects of the planning, implementation and delivery of assigned development projects for Maryhill’s partner organisations’ new build housing programme and some development management on selected Maryhill housing projects. Responsible for project initiation, scheme viability assessment and funding bids, procurement and performance management of consultants and contractors, cost, quality and risk monitoring and control, project and contract management of a portfolio of new development projects from inception to completion. To ensure that the development programmes are managed efficiently and effectively and that service provision is focused on and aligned to meeting the needs of the business and our customers. To take specific responsibility for innovation and sustainability in new build housing development. To manage the coordination and funding discussions with partner organisations funding bodies and to manage the governance of the partners development programme including attend board and committee meeting as required
Key Responsibilities:
· Strategy Development
o Ensure that the contracted Association’s development programmes are delivered in line with the respective organisations’ strategic aims, business objectives and priorities
o Assist with the implementation and review of their development strategy
o Consult with and work with colleagues across teams, advisors and customers to deliver value for money, manage and reduce risk
· Programme and Project Management
o Site identification, investigation, viability assessment and acquisition
o Preparation of feasibility and design briefs and project specification
o Procurement of consultants and contractors in accordance with statutory requirements, in compliance with CDMC Regulations, best practice and relevant associations’ procurement procedures
o Ensure effective cost, quality and risk management processes and procedures are in place and regularly reviewed and updated
o Maximise grant and other external funding to support delivery of new build development projects and preparing funding bids as required
o Responsible for all aspects of project and contract administration including principal documentation and certificates
o Acting as client representative at project design team meetings and contract site meetings
o Development and implementation of service improvement plans and project plans and procedures, managing and monitoring plans and performance effectively to ensure targets and outcomes are measured and achieved
· Performance Monitoring and Reporting
o Set and monitor Key Performance Indicators and targets
o Manage performance of consultants and contractors
o Providing regular reports to MH Board/contracted Associations’ Boards as required on programme performance and expenditure
o Ensure effective systems of audit and control are in place to manage project expenditure and mitigate risk
o Monitoring and controlling project expenditure and providing financial and budget information and forecasting to support the production of the annual Budget, Business Plan and 30 year Financial Plans
· Collaborative Working
o Work collaboratively and in partnership within the North West Partners to facilitate delivery of joint development programmes as directed by the Head of Development
o Reporting to Development Boards as required
o Develop strong internal and external partnerships to support the achievement of our objectives and enhance the reputation of the Maryhill Housing and the North West Partners.
· Customer Engagement & Participation
o For Maryhill Housing development projects, work effectively with the Community Regeneration Team and our Registered Tenant Organisations (RTOs) in the design and delivery of new build housing projects
o For development projects for other organisations, link in as appropriate with relevant staff and groups to ensure effective consultation and customer engagement.
o Ensure excellent customer care, proactively working in partnership with users to develop and support engagement and ensuring customers feedback shape our services
o Provide progress reports and information on new development projects and attend RTO and other resident meetings as required
· Effective Liaison and Team Working:
o Work effectively as a member of the North West Partners team to achieve organisational and partners’ objectives and targets
o Work with other sections within Maryhill Housing and contracted Associations in the development of projects including funding requirements, design philosophy, development and layout, tenure and mix, specification and programme for delivery
o Liaise effectively with external partners including East Renfrewshire Council, Renfrewshire Council, Scottish Government, Glasgow City Council (DRS), and other local authorities and bodies as required in respect of contracted Associations.
· Community Benefits
o Ensure that Community Benefits are derived from procurement processes in line with relevant procurement policies to improve the economic, social and environmental wellbeing of the communities in which we or contracted Associations operate.
o Provide performance information where required for the monitoring and evaluation of Community Benefits
