* Application Assessment: Review and score applications at both qualification and proposal stages based on pre-established evaluation criteria (technical capability, financial standing, delivery approach, and regulatory alignment).
* Expert Advice: Provide clear, evidence-based rationale for scoring and decisions, contributing to audit trails and feedback reports. Technical experts may also be asked to provide advice to Ofgem on areas of concern, including highlighting key issues that may impact on the delivery of the arrangement proposed by applicants.
* Panel Participation: Attend evaluation panel meetings to discuss findings, moderate scores, and contribute to consensus decisions.
* Compliance Assurance: Ensure all assessments are conducted in accordance with the Regulations and Ofgems evaluation framework.
* Knowledge Transfer: Share insights and lessons learned throughout the process.
* Training: Attend Ofgem training on evaluation criteria, scoring methodology, and use of templates.
* Reporting: Support internal reporting and quality assurance processes.
Specialist Experience (Depending on Role Focus)
Business Acquisitions & Transitions
* Experience in leading or advising on business acquisitions or transitions or assets takeover, ideally in regulated or infrastructure-heavy sectors.
* Ability to assess corporate structures, ownership transitions, and continuity strategies during ownership or operational transitions.
* Expertise in TUPE, workforce integration, and risk exposure during transitions.
Tendering & Procurement
* Experience assessing applications against eligibility criteria.
* Knowledge of UK public procurement regulations and/or the granting of licences including the ability to draw on best practices.
* Ability to provide advice in relation to discretionary and mandatory exclusion grounds, and unmanageable conflicts of interests in large-scale procurements.
Telecommunications & smart metering
* In-depth knowledge of smart metering networks and systems.
* Understanding of Ofgems expectations for secure, reliable, and scalable communications in the energy sector, and ability to evaluate proposals against these expectations.
* Ability to assess delivery plans and risk registers for large-scale telecoms projects.

Essential:
* Evaluation Panel Experience: demonstrated experience in bid evaluation, including in public procurement, regulatory evaluation or competitive tendering processes that promoted effective independent decision-making and constructive debate.
* Senior-Level Expertise in one or more of the following:
o Regulated industry, specifically telecommunications and/or smart metering
o Tendering and procurement
o Business acquisitions and transitions
* Analytical Skills: Ability to assimilate and assess large volumes of technical information and complex arguments.
* Judgment: Ability to reach impartial and objective decisions based on cogent reasoning and evidence.
* Problem-Solving: Practical approach to solving complex issues, including economic, financial, commercial, and legal aspects.
* Stakeholder Engagement: Excellent communication and engagement skills with senior internal and external stakeholders.
Desirable
* Understanding of the Data Communications Company (DCC) and its role in smart metering.
* Familiarity with energy sector regulation and Ofgems strategic priorities
