THE BUSINESS
Our fantastic client is a strategic business consultancy who specialises in procurement and new build solutions. Our clients expert team works with many housing providers and public sector organisations across the England, Wales, and Northern Ireland. This is a newly created position due to our clients continual growth phase.
THE ROLE
17. Define the requirements of Public Sector Partners to enable the design of full tender documentation packs and deliver procurement activity
18. Liaise with partners and colleagues in order to deliver procurement activity effectively
19. Develop detailed knowledge and understanding of public sector procurement regulations to ensure all outputs are fully compliant
20. Provide procurement support on projects, strategic procurement activities (frameworks, DPS etc.) and call-off procurement activity
21. Build long-term partnerships with Supply Chain Partners through clear, consistent management of projects during the delivery phase
22. Provide monthly updates of project invoicing to enable the business to claim income and monitor ongoing Financial forecasting
23. Research improved ways of working in order to achieve further efficiencies across the business function.
24. Be able to utilise IT software packages to deliver all elements of our client’s procurement offer, particularly use of e-procurement portals.
25. Undertake market and supply chain analysis.
26. Undertake commercial and qualitative evaluations of various procurement projects
27. Work effectively as a team member, actively managing all business accounts and progress with team members as appropriate.
28. Represent our client in a professional and knowledgeable manner to all stakeholders, partners and potential members displaying a full understanding of the business.
29. Attend and, where appropriate, lead meetings with team and third parties as appropriate, taking minutes when required.
30. Arrange meetings/events as appropriate including organising venues, amenities, agendas, distribution of paperwork
THE PERSON
31. Excellent planning and organisational ability
32. Public sector procurement background
33. Housing or Construction background preferred but not essential.
34. Excellent computer skills – particularly Microsoft Office applications: Excel, Word etc.
35. Excellent communication skills both written and oral and the ability to speak articulately and confidently
36. Ability to analyse information and use data effectively to inform decision making
37. Excellent problem solving
38. Change management skills
39. Lead and attend meetings as a professional representative of our client, adding value to discussions with partner organisations
Essentials
40. Has detailed knowledge and experience of procurement regulation and processes and the understanding to devise and create effective procurement solutions
41. Understands the Contract Management process and implements a clear strategy to build strong relationships with Landlord and Supply Chain Partners alike.
Desirable but my no means essential
42. Procurement knowledge of working within a Housing Consortium and/or Housing Sector, preparation of mini tender documentation
43. Knowledge of procurement process regulation
