Are you passionate about quality in care and supporting a strong, sustainable social care market and workforce? We're looking for a Quality Assurance & Market Support Officer to play a key role in ensuring high quality, affordable care is available to residents across West Sussex.

Adult social care is committed to making a difference to the people of West Sussex. You can help us do that. We are looking for people who get things done. An enthusiastic, driven, and committed professional is needed to act as an officer for our Quality Assurance and Market Support team.

The Quality Assurance and Market Support team focuses on the quality and safety of the services and places where care is delivered. They support quality assurance and improvement in services across the county and do projects to drive improvement and maintain standards across adult social care. Current projects are focused on workforce, recruitment and retention.

Team members are genuinely valued, respected and there is an emphasis on work life balance. Hybrid working helps us deliver a great service and we enjoy the flexibility this provides. QAMS works across the county and work in offices regularly in Littlehampton and Chichester and Horsham. Frequent travel is expected to WSCC offices and to services and other locations across the county and is an expectation within the role.

About The Job

Salary: £36,363 - £39,152 per annum

Working Pattern: Full time, 37 hours per week

Contract Type: Permanent

Location: County Hall, Chichester - Hybrid Working with regular required travel

Closing Date: 14th May at 23.59

Working within Adults' Social Care, you'll help shape and support a responsive, high quality health and social care market. You'll work proactively with both existing and emerging care providers, building strong relationships that support quality improvement, workforce development, and market sustainability. Experience in project coordination or management is highly desirable.


Key responsibilities

* Work closely with care providers to support quality, safety, improvement and assurance, sustainability, and responsiveness to local demand
* Provide project coordination and/or project management
* Build strong relationships with health and social care partners, including West Sussex Partners in Care and other external organisations such as Skills for Care and the Care Quality Commission.
* Support commissioning activity by helping to develop a sustainable care market that offers high quality services
* Engage with providers and partners on issues such as workforce challenges, business continuity, service quality, training and development, and sharing good practice
* Support the development and sharing of internal and external resources to strengthen market capacity and capability
* Provide mentoring, guidance, and learning opportunities to colleagues and external partners, including supporting professional development activity
* The ability to regularly travel independently across West Sussex, including to some remote locations
* Flexibility to support providers, attend meetings or events outside normal working hours on occasion
* Support emergency responses and act according to emergency plans in the event of provider failure or risk of provider failure, supporting providers to ensure that customers' care is continued, customers are safe and avoiding disruption where possible

What you’ll need to succeed

* Excellent literacy and advanced analytical skills in order to understand complex written information (e.g. specialist policies, legislation and complex contracts/assessments) and develop practical, effective solutions. In addition to interpreting and manipulating varied and complex project information in relation to services/programmes and contracts and to checking statistical information and other documents.
* Ability to plan own work over the medium term, setting timescales and organising activities to deliver to deadlines, including reviewing delivery and effectiveness of activities and service delivery.
* Ability to multi‑task in a fast‑paced environment with frequent interruptions to respond to emergency situations, along with ability to concentrate for longer periods of time when undertaking analysis and report writing.
* Developed communication and interpersonal skills in order to work within a relationship‑based approach with independent providers, Adult Services teams, and other key stakeholders. Including the ability to persuade, advise, and explain technical information sometimes as part of complex or contentious issues, as well as design, coordinate and facilitate events or sessions with stakeholders and potential future workforce candidates.
* Ability to make sound pragmatic problem‑solving decisions, which will have a wider service impact. Including the ability to provide specialist guidance and resolve complex technical issues within the specialism.
* Effective people management skills and the ability to influence and provide direction and support to individuals and teams.
* Ability to work within a confined budgetary resource, ensuring best use of public funds to support and drive positive improvement in the care workforce.
* Ability to support budget management by recording and reporting against budgets, grants and funds and support external providers with information on funding available through various sources.
