Electrical Infrastructure Commercial Manager – Overview

About The Opportunity: This role will be responsible for managing the visibility of risks to construction project bids, providing commercial and contractual guidance to preconstruction feasibility and cost inputs into infrastructure projects.
Responsibilities
* Prepare tender and contract documents for Civil and Electrical engineering works; ensure bills of quantities and cost analyses are produced regularly; establish client requirements with the Project Management/Design Teams; drive presentations to Senior Board for formal approval.
* Manage the delivery of pre-contract services across the business, providing consistent cost plans for individual projects and managing budgeting via the commercial team.
* Ensure contractual arrangements are selected, adhered to and variations are managed efficiently.
* Collaborate with delivery teams to understand project requirements, including contract management and administration.
* Produce and be accountable for monthly performance against key measures, risks and opportunities.
* Work with the Infrastructure & Design Manager in pre-contract interpretation to assess potential risk to commercial bids.
* Forecast and control spend on projects under NEC professional services contracts in the utilities sector.
* Implement key measures and own commercial practices in line with the internal control manual.
* Guide and advise in internal gateway sign-off processes, outlining potential risks and mitigation, and administering in line with the company risk process.
* Lead in the evaluation of supply chain tenders to ensure cost-effective solutions.
* Provide necessary information to ensure performance targets are met for Blackburn and Teesside Operations.
* Drive business performance through continuous improvements in how we manage commercial contracts, aligning to the business plan.
* Manage and deliver our Commercial business processes and lead the team accordingly.
* Engage with post-contract services to maintain high-level commercial assurance within the defined area.
* Work with Infrastructure and Design Manager on framework contractor configuration and management in line with our processes.
* Maintain Health and Safety standards across ENWCML for a safe working environment.
* Contribute to excellent customer service for internal and external customers.
* Develop high-quality Supply Chain management structures with Design & Infrastructure, Operations and Business Support Team.
* Manage a team of Estimators and/or Junior Quantity Surveyors.
Qualifications
* Essential experience with NEC 4 PFC Contracts and ECC Contracts
* Utility / Electrical QS industry experience
* Excellent communication skills; ability to interpret numerical data for reports
* Working knowledge of construction contract terms including NEC, IET and JCT
* Experience in cost value construction project reporting, project management compliance, cost control and forecasting
* Proven experience managing high-value, multi-disciplined projects
* Experience tender analysis and identifying ambiguity
* Experience with Framework contracts
* Degree in Engineering/Quantity Surveying with minimum 5 years postgrad experience; RICS preferable or working towards a professional qualification
