Job Description

We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme. Your role will support risk mitigation, issue resolution, and removal of barriers to ensure alignment with the business case and value for money.
We seek someone with a strong track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.
Key Tasks include:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives, owning the change control process.
* Supporting the Programme Manager to assure changes to Time, Cost, and Quality, working closely with delivery teams to ensure affordability and value.
* Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring adherence to governance and assurance requirements.
* Supporting ongoing business management through whole life cost allocations.
The Team
The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation across E&B, setting strategic direction for digital services that transform environmental regulation.
You will work within a multidisciplinary team, alongside Defra shared services and third-party suppliers, to shape the delivery of user-centered online services and digital platforms that are efficient, simple, and fast.
Experience and Skills Required
Experience that is beneficial but not essential includes:
* Experience working in a fast-paced, dynamic programme.
* Extensive digital skills across Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
* Purchase order management.
* Experience with business cases, EA and Defra approval routes, and change control processes.
* Experience in digital programmes (helpful but not essential).
* Awareness of governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, and drive innovation and best practices.
Additional Information
You will have an incident management development plan, with support and training provided. The role is flexible regarding working location, with some travel and overnight stays possible.
