Job Summary
Navy Command Headquarters (NCHQ) is the nerve centre of the Naval Service. It supports operations around the globe and provides the ships, people, aircraft and equipment to deliver the UK’s defence policy.

The Submarine Directorate in Navy Command is responsible for all submarine in service capability and availability, including oversight of the Submarine Flotilla and Clyde Naval Base.
The Clyde Capital Infrastructure Programmes are responsible for the delivering "An integrated submarine operating base at Clyde, supporting a Submarine Force that is safe, secure, sustainable and resilient, and ready to excel in operations out to 2067”.
The Clyde Infrastructure Programmes include projects and programmes of work comprising of new build facilities and refurbishment to support current and future operations on HMNB Clyde over the next 15 years. The programme of work is part of Government Major Programmes & Projects and is considered a top 100 government programme. This is an exciting time to join the team, the delivery environment is both challenging and rewarding.
This role fits within the newly established Programme Management Office based in Kentigern House Glasgow. This will be a key role within the controls and governance function.
We are seeking a motivated and energetic Cost Engineer to join the PMO supporting Clyde Capital Infrastructure Projects and Programmes. The candidate will work closely with PMO functions and delivery teams across projects and provide cost assurance and SME guidance across the Projects and Programmes.
This position is advertised at 37 hours per week.
Job Description
Estimating
* Establish the estimating scope of work, prepare estimate methodology, produce an overall estimate activity schedule identifying all deliverables and interfaces with other disciplines.
* Conduct detailed analysis and bench marking against similar completed projects.
* Prepare Basis of Estimate and compile all estimate documentation required for internal governance and client presentation / submission
* Support with check estimates, PEER Reviews and forecasting as required.
* Establish the key parameters associated with the overall quality and accuracy of the estimate such as: equipment and material pricing guidelines, material take-off and other allowances, escalation philosophy, and site location (labour productivity) factors.
Guidance
* Provide guidance, direction, and specialised assistance for resolution of difficult or complex estimating problems
* Coordinate and drive input from engineering, supply chain and construction disciplines to ensure inputs are in line with estimating classification procedures
Reporting
* Collate actual and accrual hours for presentation
* Cost & variance reporting for reporting cycle
* Management of “Estimate At Completion” process

Person specification
Experience
* Experienced with cost management systems
* Experience across all stages of the project life cycle
* Experience of working within National Executive Committee (NEC) Projects
* Good knowledge of Microsoft Office tools including Excel, Word, and Outlook
* Relevant qualification in an engineering / construction / project management related discipline
* Strong communication skills, including writing reports & presenting.
Desirable
* Experience of cost engineering on complex infrastructure Programmes.
* Experience of defence projects.
