Building Services Manager – Pre-Construction

My client is looking to appoint an experienced Building Services Manager to join their pre-construction team, playing a key role in shaping and delivering high-quality MEP solutions across a diverse portfolio of projects.
This is a strategic, technically focused role where you will act as the subject matter expert for all building services elements during the pre-construction phase, supporting bid teams, driving design quality, and ensuring projects are set up for successful delivery.
The Role
You will be responsible for leading all MEP input at tender and pre-construction stage, working closely with estimating, design, and delivery teams to ensure robust, compliant, and commercially sound building services strategies.
Key responsibilities include:
• Reviewing MEP designs at tender stage, identifying risks, gaps, and value engineering opportunities
• Managing and coordinating the flow of design information through pre-construction
• Supporting the selection and appointment of MEP consultants and subcontractors
• Acting as the technical lead for building services across multiple bids and projects
• Managing statutory utility providers and ensuring all approvals are secured
• Carrying out detailed design reviews (Stages 4 & 5) and ensuring compliance with programme and budget
• Producing regular building services reports and contributing to project meetings
• Supporting site teams during delivery, commissioning, and handover when required
• Driving improvements in pre-construction processes and building services strategy
What They’re Looking For
• Minimum 5 years’ experience within building services / MEP in a construction environment
• Strong pre-construction, design, or estimating background
• Proven ability to review and challenge MEP designs commercially and technically
• Experience working on complex, multi-project environments
• Knowledge of utilities procurement and coordination
• Professional membership (or working towards) such as CIBSE / MCIOB
• Strong communication, organisation, and stakeholder management skills
