Senior Public Health Officer – Falls & Frailty Prevention (Interim)Rate: £350 per day (inside IR35)

Location: Birmingham (Hybrid)We are seeking an experienced Public Health Officer to lead delivery of the Falls and Frailty Prevention Programme, alongside overseeing key procurement andmissioning activity for both the Falls & Frailty Prevention workstream and the Cardiovascular Disease (CVD) Workplace Health Checks Programme.This is a senior interim role requiring strong public health expertise, excellent partnership-working skills, and the ability to deliverplexmissioning activity at pace.
Role OverviewYou will provide senior leadership across prevention programmes focused on improving oues for older adults, while leading end‑to‑end procurement andmissioning activity. The postholder will work closely with internal teams and external system partners to ensure high‑quality, evidence‑based services are designed,missioned, and mobilised effectively.
Key ResponsibilitiesProgramme Leadership
1. Provide senior oversight of the Falls and Frailty Prevention Programme, ensuring delivery of measurable oues for older adults.
2. Lead the development, coordination, and implementation of prevention initiatives aligned with ageing well and age‑friendly principles.
3. Use public health intelligence and evidence to shape priorities and inform decision-making.
4. Lead end‑to‑end procurement andmissioning for:
5. Falls and Frailty Prevention services
6. CVD Workplace Health Checks programme
7. Develop service specifications, evaluation frameworks, and evidence‑basedmissioning proposals.
8. Ensuremissioning activityplies with relevant legislation, standing orders, and localernance requirements.
9. Deliver procurement activity at pace, meeting tight deadlines within the first 2–3 months of the contract.
Partnership & Stakeholder Engagement

14. Support system‑wide approaches to prevention and improved oues for older adults.
15. Represent the programme at meetings, boards, and multi-agency forums as required.
Public Health Expertise
16. Apply evidence‑based public health approaches to prevent falls, reduce frailty, and promote independence.
17. Demonstrate a strong understanding of frailty, functional decline, and ageing‑well models.
18. Integrate population health data, intelligence, and needs assessments into service planning andmissioning.
Essential Skills & Experience
19. Proven experience in a senior public health,missioning, or programme management role.
20. Strong track record of delivering procurement andmissioning processes within tight timescales.
21. In-depth knowledge of older adults’ public health, including falls prevention, frailty, and ageing‑well frameworks.
22. Excellent partnership‑working skills across health, social care, and the voluntary sector.
23. Ability to work independently, manageplex workloads, and deliver high‑quality outputs at pace.
24. Strong analytical, report‑writing, andmunication skills.
