Education Capital and Place Planning Officer
Rate: £350 per day

Overview:
We are seeking an experienced and proactive Education Capital and Place Planning Officer to lead the planning, commissioning, and delivery of education capital projects. This is a key role within our Children’s Services team, reporting to the Head of Access and Sufficiency, and responsible for ensuring we meet our statutory duty to secure sufficient school places across the region.
Key Responsibilities:
Undertake strategic place planning to assess and meet demand for education provision (0–25 age range).
Lead the development of new school places, working closely with internal teams, headteachers, planners, and developers.
Manage the delivery of education capital projects, ensuring time, cost, quality, and sustainability objectives are met.
Facilitate the transition of maintained schools to academy status.
Oversee school estate improvement, including decarbonisation strategies and alignment with the DfE’s Good Estate Management System (GEMS).
Monitor and secure education-related developer contributions through Section 106 agreements.
Lead stakeholder consultations, engagement events, and ensure compliance with statutory planning requirements. Essential Skills and Experience:
Proven experience in education capital planning, school organisation, or related project delivery within the public sector.
Strong understanding of statutory education requirements and school estate management.
Competent in managing complex projects and engaging with a broad range of stakeholders.
Familiar with capital funding processes, procurement strategies, and sustainability frameworks for educational estates.
