The Service & Team
Property Services is a busy and friendly team which manages the large Cornwall Council property portfolio. The wider team is roughly made up of 60 people skilled in property, land, Facilities Management contract and energy management. The overall portfolio is made up of c.4,200 individual assets and c.2,500 property agreements. The assets include industrial, office, retail and mixed‑use properties.
The wider team deals with direct property management, managing an out‑sourced FM contract delivering the full range of premises management, statutory compliance and building maintenance tasks; estate management dealing with the occupation arrangements of all sites such as leases, licences, wayleaves and easements; tenant management being the first line of contact for day‑to‑day tenant queries, energy management dealing with the management of utilities supported by contract arrangements and a renewable energy programme. Indirect management requires an overview of corporate asset management, which ensures the authority releases assets it no longer requires and invests its capital in the most suitable assets to meet its requirements.
At the heart of this is day‑to‑day property management, tenant engagement and all lease activities along with wider strategic thinking and income maximisation. The multi‑faced estate generates over £7m of key budgeted income for the authority.
The Role
Property Services requires an experienced and competent surveyor who has commercial property management experience and is adept at tenant engagement, lettings, marketing, property management and compliance, rent reviews, lease renewals, lease re‑gears and applications for alterations. You will need to be able to work collaboratively with colleagues and provide excellent professional advice grounded in solid commercial judgement. You will use your experience to develop creative and innovative solutions to the varied challenges which arise within the portfolio. This position will be subject to a basic criminal record disclosure check.
Working Pattern
Property Services work in a hybrid style. Office days when the team meet at one of the Council's hub offices are used for teamwork, collaboration and support. This is a full‑time role working 37 hours over a five‑day week. Flexible working arrangements can be accommodated to meet the needs of applicants. A key requirement of the role is regular onsite property inspections, viewings and meetings with tenants and contractors.
What you’ll need to succeed
* Deliver an efficient, proactive agency and property management service, handling lettings and landlord and tenant matters across the Council’s estate.
* Manage land and property assets, including multi‑let estates and buildings, negotiating and granting leases, licences, easements and wayleaves and helping to oversee the disposal of surplus properties.
* Advise internal services and external occupiers to secure the most effective and economic outcomes.
* Negotiate on the Council’s behalf across a range of commercial property matters, liaising with tenants, community organisations, government departments and internal clients/services.
* Support asset management planning, asset reviews and development initiatives.
* Contribute to working groups, providing advice and guidance on the most effective use of the authority’s assets.
* Own your caseload, ensuring all tasks are completed within agreed timescales and performance standards.
