Overview
We\'re looking for a highly skilled and motivated Programme Manager (Engineering Team Manager: Transportation Projects) to join our Strategic Infrastructure Service at Calderdale Council. This is a pivotal leadership role as we deliver major improvements across the borough. Our priorities as a council are to reduce inequalities, build strong thriving towns and places, deliver climate action, and be a sustainable and effective Council. As Programme Manager, you will provide professional leadership to a team of project development and delivery professionals in delivering essential transport, engineering and policy work that benefits communities across Calderdale. You will support the development of transport policies, strategies and programmes, representing Calderdale at regional forums and ensuring we comply with national and statutory requirements. You will oversee budgets, hold responsibility for procurement activity, provide expert technical advice, and work with partners and elected members to deliver high quality services. This is a role where your expertise will directly support regeneration, inclusive growth and better transport choices across Calderdale and the wider West Yorkshire region.
Responsibilities
* Provide professional leadership to a team of project development and delivery professionals in transport, engineering and policy work.
* Support the development of transport policies, strategies and programmes; represent Calderdale at regional forums; ensure compliance with national and statutory requirements.
* Oversee budgets and procurement activity; provide expert technical advice; work with partners and elected members to deliver high quality services.
* Contribute to regeneration, inclusive growth and better transport choices across Calderdale and the wider West Yorkshire region.
* Lead and manage projects and areas of work including: A629 Orange Street Roundabout to Illingworth; North Halifax Improved Streets for People; West Halifax Improved Streets for People; Regional Collaboration representing Calderdale Council at the West Yorkshire Combined Authority.
Projects and Areas of Work
* A629 Orange Street Roundabout to Illingworth: speed up journeys and improve safe walking, wheeling, cycling or public transport between Lee Mount, Ovenden, Illingworth and Halifax town centre.
* North Halifax Improved Streets for People: make walking and cycling safe and easy; improve access between north Halifax and the town centre.
* West Halifax Improved Streets for People: make walking and cycling safe and easy; improve access between west Halifax and the town centre; enhance bus stop access and reduce journey times.
* Regional Collaboration: Represent Calderdale Council at the West Yorkshire Combined Authority, influencing regional transport strategy and investment.
Qualifications and Skills
* Proven leadership experience in a technical or engineering environment
* Strong programme and project management skills across complex and varied workstreams
* Up to date knowledge of national and regional transport and engineering policies
* Excellent communication skills, able to explain complex information clearly
* Experience working with elected members or in politically sensitive environments
* Ability to manage budgets, forecasting and funding bids
* Knowledge of Health & Safety legislation and engineering compliance
* Strong partnership working, negotiation and influencing skills, Disability Confident
