Job Summary
Navy Command Headquarters (NCHQ) is the nerve centre of the Naval Service. It supports operations around the globe and provides the ships, people, aircraft and equipment to deliver the UK’s defence policy.

The Submarine Directorate in Navy Command is responsible for all submarine in service capability and availability, including oversight of the Submarine Flotilla and Clyde Naval Base.
The Clyde Capital Works Programmes comprise new build facilities and refurbishment to support current and future operations on HMNB Clyde. This includes Government Major Programmes & Projects. This is an exciting time to join the team, the delivery environment is both challenging and rewarding.
The Information Configuration Manager plays a pivotal role in assuring document configuration and management. The purpose of the role will be to ensure that documents are managed effectively and in-line with document control guidance across all delivery agents. Stakeholder engagement and communication will be necessary to ensure that the Programme Team adheres to management policy. The Information Configuration Manager will implement and ensure coherence across the Programme regarding the management of information, including embedding processes and tools from delivery agencies. A key responsibility will be establishing document baselines and maintaining a document log. The role will be a point of contact for providing advice and guidance on the use of SharePoint and other document management systems as appropriate. As such, this position requires an experienced individual to lead configuration processes in a complex stakeholder environment, delivering a high-quality service to support with efficient working practices.

Job Description
Leadership
* Be a proactive member of Programme Management Team.
* Inspire, motivate, and engage with the Joint Programme Team, including Navy Command, HMNB Clyde, DIO, and the SDA to establish a positive working environment and empower teams at all levels.
* Provide support to the Line Manager, Programme Controls and Integration Manager, and the Programme Director to deliver departmental outputs with minimal supervision.
Lead the Development of Configuration/Information Management Processes and Procedures
* Work closely with security and delivery agencies to establish a Programme-level Information Configuration Management Plan.
* Ensure the Information Configuration Management Plan aligns with the delivery agencies’ Information Management Plans.
* Provide through life support document and data repository.
* Develop a Programme Document unique numbering approach which aligns with delivery agents and reporting metrics.
* Ensure adherence to the processes of Learning from Experience/Knowledge
* Develop the processes and set the standard for document management (drafting/review/approval/issue) and storage.
* Identify and implement document control interface measures which align with Delivery Agency contracting partners data/document exchange systems/protocols.
* Provide subject matter expertise and guidance to the Joint Programme Team on configuration management of all Programme standards, templates, and guidance.
* Implement information assurance activities, including the development of plans as appropriate.
* Ensure the implementation of appropriate sharing platforms including the plan for migration of data from the current directories into the new structure and monitoring Project Team coherence, is continuously improved.
* Provide Data and Document Management Reporting in line with Programme drumbeat.
* Effectively communicate information by liaising with Communications colleagues.
* Provide advice on the use of Microsoft Teams, SharePoint, and other platforms where necessary, to the Joint Programme Team, as required.
Lead the Implementation and Management of Configuration/Information Management Plan
* Ensure effective implementation and maintenance of the Information Configuration Management Plan.
* Lead in the development, implementation and embedment of Information Configuration Management processes and tools.
* Monitor adherence of the Joint Programme Team to the Information Configuration Management Plan.
* Champion the value and application of Information Management across the Joint Programme Team.
* Implement a plan to undertake regular reviews/audits to confirm version control and a robust configuration management regime for SharePoint and other data/document repositories used.
* Support senior management and Team Site Administrators to ensure correct access and permissions are awarded to accounts for Information Systems.
* Manage and maintain the Programme Management Office SharePoint responding to future changes and enhancements.
* Support the training of Programme staff in the application of the updated information and document management processes and procedures.
* Support the development of staff, where needed, in the use of SharePoint and other document/data storage/management system used.
* Lead the review of information and document management processes and procedures at least annually and update as required.

Person specification
Experience
* Experience working as a member of a large or medium complexity project team or as a specialist or work stream lead for a small, low complexity project.
* To have in-depth experience and knowledge of Information/Configuration Management tools e.g. SharePoint.
* Ability to lead and deliver business change and improvements on Information/Configuration Management processes and tools.
Desirable
* Experience of working in or knowledge of the defence or security sector – either through government or industry.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.
