Key Responsibilities
* Provide clear leadership and direction on the delivery aspects of aproject or product.
* Deliver projects and services using Agile methodologies,leading and co-ordinating agileceremonies.
* Coach and mentor team membersin agile practices to apply the most. appropriateagile methods andtechniques for delivery, while helping the team measure and evaluate outcomes.
* Support improvement ofthe efficiency and effectiveness of the multi-disciplinary delivery team(s).
* Maintain and define the roadmap and projectplan, use data to inform planning decisions and manage internal and external dependencies.
* Protect the project team from outside distraction, identify blockers and make sure the teamcollaborates, communicates and focuses on mutually agreedpriorities.
* Actively address project and product risks and issues, escalate as required and remove barriers to delivery.
* Support project governance andcontribute to a range of documentation thatmay include presentations, briefings, business cases,roadmaps,contractsetc.
* Identify and communicate team resource needs to resource managers at governance forums to ensure appropriate level of team resource and skills for successful delivery.
* Ensure project delivery in line with GDSstandards through different phases of the delivery lifecycle.
* Establish strong stakeholder relationships and manage expectations both internally andexternally.
* Monitor projectbudget reporting and understand how delivery impacts costs and budgets.
* Follow and understand Ofgem procurementprocesses and act as point of contact for contracted suppliers.

* Continuous Improvement and Innovation: Delivery practices are regularly reviewed and improved to enhance delivery effectiveness and team performance.
* Frequent, Iterative Delivery: Products and services are delivered incrementally and iteratively to maximise value for money.
* Effective Governance and Agile Practice: Governance structures and agile ceremonies (e.g. sprint planning, retrospectives, showcases) are embedded and consistently drive team alignment, transparency, and continuous improvement.
* High-Performing, Motivated Teams: Teams are engaged, collaborative, and consistently meet delivery and organisational objectives.
* Clear, Transparent Delivery Plans: Project and product delivery schedules, milestones, and roadmaps are well-defined, communicated, and continuously updated, with risks, issues, dependencies, and decisions actively tracked and managed.
* Strong Stakeholder Engagement: Stakeholders are well-informed, expectations are managed effectively and delivery decisions are made transparently.
* Effective Communication Across Functions: Clear and timely communication across delivery teams, technical colleagues, and business stakeholders to ensure alignment and shared understanding.
Person specification

Essential Criteria
* Experience in delivering software projects or products with at least one scrum team using an Agile framework. (Lead criteria)
* Strong interpersonal and communication skills with the ability to manage internal and external stakeholders and motivate project or product teams. (Lead criteria)
* Experience in roadmap definition, project planning and managing project risks, issues and dependencies to support project decision-making.
* Experience in budget management.
* Comfortable using delivery management tools, and an ability to learn and adapt to new tools & techniques, e.g. Azure DevOps.
* A recognised Agile qualification e.g. Certified Scrum Master,or equivalent experience. Formal certification is not mandatory if you can demonstrate practical experience.

Desirable Criteria
* Experience in a policy and/or legislative environment.
* Knowledge of energy industry and renewable energy support schemes.
* Contract management skills.
* Government Digital Service (or equivalent) experience.
