Purpose Primary Purpose. To coordinate, oversee and manage the executive support functions of FOST(SM) in order to support the organisation’s training output effectively and efficiently. Secondary Purpose. To act as FOST(SM) Unit Security Officer (USO). To act as the Safety, Health, Environment and Fire (SHEF) Manager for FOST(SM) Shore Estate within HMNB Clyde. To act as FOST(SM) Information Manager (IMgr). To act as Motor Transport Officer (MTO) for FOST(SM). To act as Diversity & Inclusion (Adviser) for FOST(SM). To act as Chair for Unit Health & Wellbeing Committee for FOST(SM). To act as Lead Officer for liaison with HMNB Clyde with reference to the facility management of FOST(SM) real estate and the provision of support services for personnel (SLA, UPO, Sportsdrome etc). To exercise functional management over the Information Support Officer (ISO), Information Support Assistant (ISA), Confidential Books Officer (CBO), Building Officer (BO) and the Job–Shared Travel Clerk 1 & 2. To co-ordinate and oversee the production of routine returns, publications and other managerial outputs as set out in Fleet and other Departmental Plans. To exercise delegated Commanding Officers Statutory Powers under AFA06. To exercise Commanding Officer’s delegated authority to initiate a response to a Notification of Complaint within the required timeframe in the Commanding Officer’s absence. Superiors XO is accountable to ST2 who, is Chief of Staff (COS) to FOST(SM). The XO is accountable to FOST(SM) Business Manager for all budgetary aspects of their duties. Authority XO is authorised to: Deputise for the Business Manager in their absence in processing administrative matters when delay is inacceptable. Liaise and conduct correspondence with CINCFLEET, FOST(S), Fleet Waterfront Organisations, HMNB Clyde services and other authorities on professional administrative and general corporate matters, including but not restricted to: Unit Security, SHEF, Motor Transport and Real Estate. Sign on behalf of FOST Captain (SM) on non-contentious issues. Represent FOST Captain (SM) within HMNB Clyde on local administrative and logistical issues. In their capacity as USO, and in consultation with the associated line management, direct personnel to participate in spot checks, mustering and investigation teams as circumstances require, drawing upon all sections of FOST(SM). Deputise for the FOST (SM) COS in his absence for routine matters of internal management. Principle Tasks In support of the primary purpose: Fostering a corporate outlook of generic Service matters amongst FOST(SM) staff, liaising as necessary with FOST(S) and other relevant authorities and organisations. To be the lead Staff Officer for representing the organisation’s interests with reference to HMNB Clyde WSMi partnering agreement, Customer Supplier Agreements (CSAs), the provision of services to Lodger Units (PSLU) and similar documents from a FOST(SM) standpoint, liaising as necessary with FOST(S). In support of the secondary purpose: To co-ordinate the FOST(SM) Areas for Improvement Report. To be Chairman of the FOST(SM) Shore, Safety, Health, Environment and Fire (SHEF) Committee and oversee and co-ordinate the activities of the SHE Adviser (Shore) and the departmental SHE Representatives. To discharge the responsibilities of the Unit Security Officer, directing Assistant USOs and ITSOs and appointing mustering and investigation teams as required. To be chairman of the FOST(SM) Security Committee. To represent FOST Captain (SM) at various meetings concerned with local Naval Base issues. Such meetings include the Clyde Security Working Group, Service Personnel Working Group, Base DHoDs, Traffic Management Committee, SHEF Co-ordinating Committee and such others as may arise. In conjunction with the Business Manager, to set and agree Terms of Reference and Performance Objectives for all immediate Civil Service subordinates and to monitor their performance. These should be reviewed at least annually. To be responsible for the training and development of subordinates, ensuring that all the necessary action is taken to meet the training and development needs of individuals, teams and ultimately the FOST(SM) organisation. To manage the FOST(SM) Scheme of Complement and to staff all proposed amendments. To act as Supervising Officer for CBO PDRs and CB Form Rs. To act as the co-ordinator for the annual review and re-publication of FOST(SM) Standing Orders. To head the unit Health Committee iaw BRd 51.
