Job description

The Development and Partnering team are responsible for talent development across the Digital, Data and Cyber Function (cross-government) and this role is part of the team responsible for a variety of talent programmes.

We're looking for a Digital Capability Associate Delivery Manager to come and join our high impact team. In this role, you'll be at the heart of talent capability work for early talent across departments. You'll support the delivery of apprenticeships and graduate programmes while acting as the primary driver of departmental engagement in these areas - driving delivery and working with stakeholders at the highest levels

Lead the delivery of a fit-for-purpose, cross-government Talent Development to grow Digital and Data Capability in line with the Prime Minister's pledge to ensure 1 in 10 civil servants are 'digital' by 2030.

Your responsibilities will include:

Support the delivery and growth of early digital and cyber talent schemes

Identify and engage untapped and relevant talent pools to meet both technical and leadership needs, ensuring alignment with diversity and inclusion goals.

Deliver targeted outreach campaigns to promote entry routes into digital and cyber careers, which could include managing the graduate and or apprenticeship outreach visibility.

Represent programmes at cross-government events, forums, and external engagements to promote digital and cyber talent initiatives and secure senior buy-in.

Design inclusive assessment and selection processes, including assessment centres, interview formats, and success criteria through expert engagement.

Champion equitable hiring practices that support meaningful diversity and inclusion outcomes.

Collaborate with digital and cyber programme leads to align delivery with strategic workforce planning.

Coordinate across internal teams and external providers to ensure programme milestones are met and departmental needs are reflected.

Support departments to utilise available talent and maximise programme impact.

Build trusted relationships across government departments, acting as a strategic partner for digital workforce planning and capability development.

Drive high-quality, timely programme bids and graduate recruitment initiatives, removing blockers and enabling departmental success.

Use data and market insight to track performance, inform strategic decisions, and scale up delivery to meet evolving demand.

Monitor progress and impact of digital and cyber schemes using data and feedback from participants and stakeholders.

Facilitate agile delivery practices, including sprint planning, stand-ups, and retrospectives, to ensure continuous improvement across all programmes.

Essential criteria

Proven experience in delivery and stakeholder engagement, ideally in a public sector or digital transformation context. (Lead)

A background in early talent development (apprenticeships / graduates).

Excellent communication and interpersonal skills, with the ability to build rapport at all levels, from operational leads to senior civil servants

Resilience and adaptability, thriving in a fast-paced, evolving environment with high visibility and strategic importance.

Desirable criteria

Experience in digital, data or cyber security setting
