Tetra Tech RPS is looking for a Bid Manager to Shape Strategic Bids. Influence Major Projects. Drive Winning Outcomes. This can be a hybrid role with office location as Birmingham, London, Leeds or Bristol.
If you are driven by the challenge of leading strategic, high‑value bids and want to influence the success of major infrastructure, environmental, and engineering projects, this Bid Manager role offers the opportunity to make a real and measurable impact. You will work at the centre of our work‑winning activity, shaping compelling submissions and collaborating with technical specialists across the UK and Ireland to help secure the projects that define our business.
Purpose & Scope of the Role
This role is designed for a proven bid professional who can take full ownership of strategic and complex submissions from initial qualification through to final delivery. You will shape high‑quality, compliant, and persuasive proposals that demonstrate a deep understanding of client needs, market drivers, and technical delivery. Working closely with senior leaders, technical specialists, marketing teams, and business development colleagues, you will coordinate multidisciplinary inputs, craft clear and compelling narratives, and ensure the final submission reflects a strong value proposition and competitive advantage.
The role sits within a central bid team of up to six colleagues and spans multiple disciplines across the UK and Ireland, including planning, environment, design, engineering, transport, energy, buildings, and infrastructure. You will lead bids often valued at over £1 million, partnering with contributors from across regions and external organisations. You will manage governance, planning, and quality assurance processes and act as a subject matter expert for bidding best practice across the organisation.
Your Impact in This Position
From the outset, you will play a pivotal role in shaping how we compete and win in the market. Within your first six months, you will have developed a strong understanding of our systems, processes, and internal networks, positioning you to influence win strategies confidently.
By the end of your first year, you will be leading complex, high‑profile bids and acting as a trusted adviser to technical teams, senior leaders, and client account managers. Over time, you will have opportunities to contribute to strategic improvement initiatives, lead best‑practice development, mentor colleagues, and shape innovation in how we deliver bidding excellence. Your work will have a direct and measurable impact on our business growth, market positioning, and client relationships.
Your Toolkit for Success at Tetra Tech RPS
At Tetra Tech RPS we recruit using core capabilities – the toolkit of essential skills, experience, competencies, and responsibilities required to perform the role effectively. As we strive to find the best fit for this position, we are seeking individuals that meet a benchmark level of expertise. But we’ll let you in on a secret: there’s no such thing as the ‘perfect’ candidate. If you feel you meet 75% of the requirements for this role, we would love to hear from you.
Strategic Bid Leadership
You will take the lead in defining the strategy for each opportunity, interpreting client priorities, evaluation criteria, and sector intelligence to shape clear win themes and value propositions. Your ability to guide bid/no‑bid decisions, influence stakeholders, and set a clear direction will be central to strengthening our competitive position and ensuring the submission aligns with client expectations and organisational strengths.
End‑to‑End Bid Planning and Control
You will oversee the full bid lifecycle, ensuring that governance milestones, schedules, resource planning, and risk management are handled with discipline and precision. You will maintain momentum, manage dependencies, coordinate inputs, and ensure every stage of the process is delivered on time and to a consistently high standard.
Stakeholder and Team Management
Your role will require strong collaboration and engagement skills, enabling you to work effectively with technical SMEs, commercial and legal teams, external partners, and senior leaders. You will facilitate workshops and reviews, resolve challenges constructively, and maintain a positive and focused team environment that supports high‑quality delivery.
Quality Assurance and Compliance Management
You will champion excellence and compliance throughout the submission process, ensuring all responses are aligned with client instructions, evaluation criteria, and internal quality expectations. Your attention to detail, clarity of communication, and ability to elevate written content will be essential in producing polished, professional, and fully compliant submissions.
Commercial and Client Insight
You will apply a sound understanding of commercial drivers, pricing considerations, and risk allocation to help shape competitive and sustainable solutions. Your ability to develop insight into each client’s strategic context and decision‑making environment will support strong, client‑centric responses that resonate and differentiate us in the market.
Qualifications & Experience
You’ll be an experienced bid professional with significant experience leading complex, high‑value bids within consulting, construction, engineering, or a related technical field. You should bring expertise across the full bid lifecycle, including capture, strategy development, writing, review management, and interview preparation.
Strong communication and influencing skills are essential, alongside confidence in coordinating multidisciplinary teams and producing coherent, persuasive, and compliant responses. It is advantageous, though not essential, to hold training or certification such as APMP, PRINCE2, or APM PFQ, or to have consultancy experience or exposure to commercial strategy, pricing, or client development.
