Job Responsibilities
* Provide strategic leadership and professional advice on HR, organisational development, and payroll matters.
* Act as the Council's senior HR, OD and Payroll specialist, advising the Chief Executive, Senior Leadership Team, and Members.
* Lead and manage the HR & Payroll team to ensure effective service delivery.
* Develop and implement the People Strategy and Service Area Plan.
* Align organisational structures and workforce planning with the Council's Corporate Strategy.
* Interpret and apply employment legislation, ensuring policies and procedures remain compliant and up to date.
* Oversee payroll operations and HR systems to ensure accurate and timely salary payments.
* Manage employee relations, including negotiations with trade unions and resolution of complex workplace matters.
* Support organisational change and promote a positive workplace culture.
* Manage departmental budgets, contracts, and resources to ensure value for money.
* Coach and support managers in HR matters, leadership, and organisational change.
Person Specification
Must-Have Requirements
* Degree-level qualification (or equivalent experience) in a relevant field.
* CIPD membership with evidence of continuous professional development.
* Minimum 5 years' experience in HR, organisational development, and payroll.
* Strong knowledge of UK employment law and generalist HR practice.
* Experience managing HR and payroll teams, including performance and service delivery.
* Experience managing budgets and overseeing operational resources.
* Excellent communication, negotiation, and problem-solving skills.
* Ability to work independently and collaboratively within a senior leadership environment.
* Commitment to equality, fairness, and high-quality public service.
Nice-to-Have Requirements
* Experience working in local government or the public sector.
* Experience leading organisational culture change initiatives.
* Project management experience.
* Coaching qualification or experience supporting senior leaders.
