Job Title: Revenues Manager (Council Tax & NNDR)

Location: Shrewsbury (Hybrid – 2–3 days in the office, with flexibility for fully remote working for the right candidate)

Contract: Initial 12-week contract (likely extension)

Working Pattern: Full-time, Monday to Friday

Seven Resourcing is currently seeking an experienced Revenues Manager to join a local authority team in Shrewsbury. This is an excellent opportunity for a skilled revenues professional with strong Council Tax and NNDR (Business Rates) experience to take on a leadership role within a fast-paced public sector environment.

You will be responsible for overseeing the full revenues service, ensuring accurate billing, effective collection, and compliance with all relevant legislation, while leading and developing a high-performing team.


Key Responsibilities

* Deliver an efficient and effective Council Tax and NNDR service
* Oversee accurate annual billing for Council Tax, NNDR, and Business Improvement Districts (BIDs)
* Ensure all billing and recovery processes comply with current legislation
* Promote and manage effective debt recovery strategies


Technical & Compliance

* Maintain expert knowledge of local taxation legislation and best practice
* Interpret and advise on complex and sensitive revenues matters
* Ensure timely and accurate submission of statutory returns (e.g. CTB1, NNDR1, NNDR3)


Leadership & Team Management

* Lead, manage, and support Revenues Team Managers and staff
* Drive staff performance, development, and training programmes
* Ensure service delivery meets accuracy targets (minimum 95%)


Performance & Strategy

* Develop service plans, operational programmes, and performance frameworks
* Monitor KPIs and produce reports on income collection and outstanding debt
* Support continuous improvement and service transformation initiatives


Financial & Risk Management

* Manage budgets in line with financial regulations
* Oversee debt write-offs within delegated authority
* Identify and mitigate risks to service delivery


Stakeholder Engagement

* Liaise with internal departments and external partners
* Manage Service Level Agreements to ensure performance and value for money
* Represent the service at meetings, committees, and relevant events


Requirements

* Proven experience in a Revenues Manager or senior revenues position
* Strong knowledge of Council Tax and NNDR legislation and processes
* Experience within a local authority setting
* Demonstrable leadership and team management experience
* Strong analytical and problem-solving skills
* Excellent communication and stakeholder engagement abilities


Working Arrangements

* Hybrid working model (2–3 days in the office preferred)
* Fully remote working may be considered for exceptional candidates
