Perth and Kinross is one of the most scenic and diverse local authority areas which spans some of the most remote and spectacular Highland landscapes anywhere in Scotland, with many villages and towns across the region and Perth City at its heart.
We are looking for an exceptional experienced Service Manager to lead and manage the Corporate Landlord function, having sound knowledge and experience of Property Services, procurement and cost management to ensure the effective delivery of Corporate Landlord activities.
You will demonstrate a pro-active approach to ensure the best use of resources at all times, be aware and take advantage of opportunities available to support and continually improve the service.
You will deliver on all relevant areas of Property Services and work closely with the Property Services Management Team to embrace a joined-up approach to delivering on the Council’s aims and objectives and the continual improvement and transformation of Property Services within Perth & Kinross Council.
This is a vital role where you will be responsible for the leadership, professional direction and effective management of the provision of the Corporate Landlord functions within Property Services.
As Service Manager (Corporate Landlord) with the Council’s Property Services division you will be responsible for leading and managing all functions delivered from the Corporate Landlord teams which include:
* Property Compliance
* Property Maintenance and Investment (Reactive and Planned)
* Energy and Engineering.

This position is politically restricted under the Local Government Officers (Political Restrictions) Amendment Regulations 1998 (as amended). This means that you are prevented from taking part in certain political activities.
Skills & Experience Required
You will be experienced in the development and implementation of alternative ‘best value’ procurement models for the delivery of services aligned to the Corporate Landlord function.
You will have sound knowledge of statutory compliance requirements within the Property estate and understand the full scope of issues and risks associated with non-compliance of this statutory function.
You will demonstrate your experience of leading and managing maintenance and investment within the Property estate to address immediate issues and risks and to proactively plan improvements in the Property portfolio through proportionate investment.
You will evidence sound knowledge and experience of Energy and Engineering services and be able to demonstrate how you engage these services to deliver the Corporate Landlord function.
Successful delivery of the Corporate Landlord function requires close interaction across all teams and often working under pressure to deliver positive outcomes. You will be required to demonstrate your ability to work under pressure to ensure delivery of priority services.
An integral part of delivering services successfully as part of the Corporate Landlord model is the efficient and effective use of our Property Management System. Experience and knowledge of such Systems are essential as part of this role.
You will be degree qualified or hold an equivalent qualification in relevant subject area and will be able to demonstrate your experience of leading and managing services and multi-disciplinary teams.
You will be passionate, ambitious, collaborative and resilient, with a track record of delivering results.
You will be experienced in achieving excellent customer services, and be able to demonstrate your approach towards managing Maintenance and Compliance works and Energy and Engineering Projects.
You will be able to demonstrate you can align to our values of ambition, compassion and integrity.
You must have a valid driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.
