The Role & Key Responsibilities
To facilitate the prevention and reduction of crime, disorder and the fear of crime; and to increase public confidence and reassurance, working with investigative teams to bring offenders to justice and maintain readiness to handle major crimes and emergencies.
Improving investigative standards in relation to CCTV strategy and retrieval and ensuring key lines of enquiry relating to CCTV evidence are fully explored.
To assist and support PIP2 serious and complex investigations across all three divisions and provide that same support to the Major Crime Team, Sexual Offence Investigation Unit, Serious and Organised Crime Unit, Serious Collision Investigation Unit and requests from other Forces and Law Enforcement Agencies; to assist with relevant PIP1 investigations; and to assist with relevant enquiries from other forces.
This will be achieved through tasking and prioritisation by the reactive CID Detective Inspector and Detective Sergeants in order to provide and/or develop investigative lines of enquiry through the recovery, acquisition, viewing and processing of CCTV from digital recording equipment and systems, operated by local authorities and private companies or individuals.
Prepare evidence to be presented at court and attend court if required for continuity and/or to present evidence.
To ensure that such evidence is secured and preserved in a timely manner to facilitate the investigative process and assist in bringing offenders to justice.
To assist the Case Officer with court presentation in relation to CCTV such as producing storyboards.
To ensure that all activities relating to the recovery, acquisition, viewing and processing of CCTV are conducted in accordance with the NPCC Framework for Video Based Evidence.
Skills & Experience
GCSE Grade C or higher in Maths and English or functional equivalent to these qualifications.
Level Two Technical Training in accordance with the NPCC's Framework for Video Based Evidence. CCTV Investigator training and CPD will be overseen and managed under the force Digital Forensics Portfolio.
Designated Powers covering sections 19, 20, 21 & 22 PACE:
* s19 General power of seizure
* s20 Extension of powers of seizure to computerised information
* s21 Access and copying
* s22 Retention
Police Staff Investigator Status to permit the use of Designated Powers (above) to be used across England and Wales as per the NPCC agreement.
A working knowledge of criminal law and procedure, including (but not limited to) the Human Rights Act, the Police and Criminal Evidence Act, the Criminal Procedures and Investigations Act and the Regulation of Investigatory Powers Act; and the procedures and practices prescribed therein.
The ability to keep up to date with changes in legislation and national and force standards, guidance, policies and procedures.
Good IT skills preferably within a Microsoft environment, including the ability to operate relevant force computer systems such as Storm DC, NICHE and NICE Investigates. The willingness and capability to undertake suitable training to learn to use existing or new computer systems as part of the continuous professional development.
Well-developed organisational and time management skills along with the ability to use own initiative and work with minimal supervision.
Well-developed interpersonal skills and good verbal and written communications skills, enabling effective communication and promoting effective working relationships at all levels with officers, staff, partners and the public, and including the presentation of evidence at court.
The ability to work calmly and accurately under pressure whilst being flexible and willing to undertake a range of pro-active, reactive and administrative duties as required by the role.
Working under pressure in operational settings and viewing potentially distressing material involving vulnerable victims of crime, the post holder will need to remain sensitive, compassionate and resilient. The post holder should be aware of their own health and wellbeing, and ensure any concerns are raised with supervisors at the earliest stage.
The ability to acquire and maintain a reasonable working knowledge of the force structure as well as the force policies, procedures and systems.
The post holder must hold a full driving licence and be authorised to drive police vehicles.
Any use of their own private vehicle for work purposes will be reimbursed in accordance with force policy, and role holders should ensure any use of their private vehicle for work purposes is in accordance with the force guidance.
The post holder should be prepared to work some unsocial hours to meet the requirements of the role which may include overtime if required.
The post holder will be required to attend a variety of external locations for the role, including scenes of crime and premises of witnesses and suspects, within Surrey or out of Force area. Post holders must ensure that they are aware of the current risk assessment processes and that these are carried out before attendance to any location. Any concerns about the role holder attending a location must be raised to a supervisor before attendance
The post holder will be required to successfully pass Management Vetting.
