Job Summary
Under minimal supervision, performs as an advanced program evaluator. Leads and supports the methodical and theoretical design and analysis of assigned programs and departments. Utilizes robust methods for program evaluation to understand the implementation and effectiveness of programs and proposes actionable public health recommendations to improve public health initiatives. Provides guidance, input, and support to other program areas and Denver Health for the conceptualization, design, methods, analysis, interpretation, and dissemination of program evaluation activities. Develops, creates, and delivers reports, presentations, and communication materials to internal and external stakeholders to summarize program evaluation results and inform program practices and policies. Identifies evaluation opportunities that support health practices and community programs. Requires excellent verbal and written communication skills and exceptional organizational skills to handle multiple projects and priorities simultaneously. This position will lead and oversee the daily activities of other team members and actively manage projects.
The Senior Evaluator will support the Public Health Institute at Denver Health (PHIDH). This position will support program evaluation across multiple components of PHIDH, including evaluation within the four Public Health clinics (Immunization and Travel, Infectious Diseases, Sexual Health, & Tuberculosis).
Essential Functions:
1. Leads teams to conduct program evaluation or research studies using quantitative or qualitative analytic methods. (45%)
2. Works collaboratively with research or program managers to develop and lead processes, data workflows, and evaluation metrics, including logic models, detailed work plans, and process and outcome measures to meet project objectives. (0%)
3. Determines appropriate methodology to evaluate program effectiveness and implementation. (0%)
4. Works with internal and external partners to guide, implement, and evaluate public health programs. (0%)
5. Participates in leadership and management activities to support the mission and objectives of the institution. (0%)
6. Leads the methodological and theoretical design of evaluation and research projects. (0%)
7. Interprets and disseminates evaluation or quality improvement results to key stakeholders, funders, and the research community through oral, media, and written communication to improve program implementation or public health action. (20%)
8. Delivers presentations, facilitates discussions, and communicates key findings and recommendations through media. (0%)
9. Prepares written communications including briefs, web content, reports, and manuscripts for peer-reviewed publications. (0%)
10. Designs, establishes, and supports program areas in defining monitoring and visualization tools for program operations. (10%)
11. Develops protocols for program operations, synthesizing existing literature, objectives, data collection tools or sources, standard operating procedures, including data flow and analytic plans. (10%)
12. Obtains approval and ensures compliance with institutional review board (IRB) or Denver Health approval processes for grants and evaluation activities. (10%)
13. Supports writing grant applications for program evaluation activities. (5%)
Education:
* Bachelor's Degree in Business, Instructional Design, Public Health, Biostatistics, Social Science, or related field. Required
Work Experience:
* 4-6 years of professional experience in conducting broad and complex program evaluation activities related to public health. Required
Knowledge, Skills, and Abilities:
* Skills in qualitative theory and analytic approaches.
* Leadership capacity.
* Experience in developing, designing, and recruiting qualitative methods for data collection and analysis relevant to public health.
* Ability to communicate health information effectively to diverse audiences.
* Capacity to establish and foster collaborations.
* Experience in writing protocols or grants preferred.
* Previous publication experience in peer-reviewed journals preferred.
* Knowledge of Microsoft Office applications.
* Proficiency in qualitative data analysis software.
* Experience with quantitative statistical software programs.

Salary: $73,100.00 - $113,300.00 / yr
