We are working with a forward-thinking Local Authority to appoint a permanent Head of Procurement – a role that will put you at the centre of shaping how public money delivers maximum value for residents, communities and the local economy.
The council is investing in its future and needs a procurement leader who can translate legislation, particularly the Procurement Act 2023, into meaningful delivery that strengthens governance, drives innovation and achieves lasting social impact.
The role
* Lead the Authority’s procurement strategy and oversee delivery of major, high-value contracts.
* Embed compliance with the Procurement Act 2023 while ensuring best value and promoting local economic growth.
* Champion sustainability, inclusion and social value throughout the procurement cycle.
* Act as a trusted adviser to senior officers and elected Members, influencing key decisions.
* Drive continuous improvement in contract performance, supplier management and commercial governance.
The candidate
We are seeking applicants from highly credible and influential senior procurement professionals who have extensive experience in Local Government and/or wider public sector settings.
You will bring:
* Degree-level education (or equivalent) and preferably a CIPS Level 6 Diploma (or higher).
* Completion of Government Commercial College training on the Procurement Act 2023, including deep-dive modules.
* Strong expertise in public procurement law and frameworks, with a track record of managing complex procurements and negotiating contracts.
* Political awareness and the ability to engage and influence senior stakeholders.
* A collaborative, empowering leadership style with a clear commitment to ethical, transparent procurement practice.
* A proven ability to embed social value, sustainability and inclusion in procurement strategy.
